Convene into Open Session -
• Dr. Marc White called the meeting to order in open session at 5:30 p.m.
2. Approval of Minutes from PRIOR meeting(s) -
• Nancy Stallings made the motion to approve the minutes from the July 20th, 2020
meeting and were seconded by Dr. Walker Putnam for approval.
Motion carried. 6 yay, 0 nay.
3. Discuss and possible act on —
• Dr. Putnam presented his Public Information Act and Open Meetings Act Certificates.
• Dr. Jay Carpenter made the motion and was seconded by Nancy Stallings for Dr. Marc
White to be elected as Chairman. All approved. 5 yays, 0 nays, 1 did not vote.
Susan Bellene made the motion and was seconded by Dr. Marc White for Dr. Jay
Carpenter to be elected as Vice -Chairman. 5 yays, 0 nays, 1 did not vote.
Mitzie Pirtle made the motion and was seconded by Dr. Walker Putnam for Susan
Bellene to be elected as Secretary. 5 yays, 0 nays, 1 did not vote.

• Public Information Request - Mrs. Prestridge advised we have a public information
request (PIR) for Quick Track 21. Dr. Marc White and Ms. Gina Prestridge signed the
request.
• COVID-19 Updates - Mrs. Prestridge advised the board of 4 Health District employees
are calling all positive patients along with a few contract workers, Lamar County has
1,241 confirmed COVID-19 cases with 7 being travel related and 1,234 community
spread, resulting in 992 recovered, 42 antibody tests, 32 deaths, and 175 active cases.
Covid Testing machine has arrived but waiting on test strips to be shipped.
• 2020-2021 Budget includes a 3% cost of living adjustment and $4. Monthly longevity pay
for all full-time employees. Susan Bellene made the motion and was seconded by Mitzie
Pirtle to adopt the proposed budget. All approved. 6 yays, 0 nays.

August reports —
1) WIC - unavailable
2) Health District served 642 clinical clients
3) Total liability and equity is approximately: $1,874,000.
• New business to be placed on next agenda for discussion — none.
4. Time and place of next meeting will be Monday, October 19th, 2020 @ 5:30 p.m.
5. Adjourn meeting. — Susan Bellene made the motion and was seconded by Dr. Jay Carpenter for
the meeting to be adjourned at 5:57 p.m. Motion carried. 6 ayes, 0 nays.

At the October 19th, 2020 Board of Health Meeting, Susan Bellene made the motion and was seconded by Mitzie Pirtle
for the PLCHD board approved September 28th, 2020 minutes to be submitted to the City Clerk in the City Hall
Annex, located at 150 S.E. 1St Street, Paris, Texas, for filing.
Motion carried 6 ayes and 0 nays.
