Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, January 25, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. Due to the COVID outbreak, facemasks
are required for those in attendance of the meeting in the City Council Chamber. Due to the

Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of January 11, 2021.
6. Receive reports and/or minutes from the following boards and commissions:

7. Receive December monthly financial reports.
8. Receive December drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve the Replat of Lots 1, 2, 3, Block A of the Exum 250 Addition, LCAD Property
ID 53692 and 120396, located in the 2000 Block of Fitzhugh.
11. Approve a Resolution ordering the Regular Municipal Election for May 1, 2021.
12. Approve a Resolution authorizing execution of a Contract for Election Services with the
Lamar County Elections Administrator.
13. Approve a Resolution authorizing a Joint Election Agreement between the City of Paris
and Paris Independent School District.
14. Approve a Resolution authorizing a Joint Election Agreement between the City of Paris
and North Lamar Independent School District.
Regular Agenda
15. Discuss and act on how to expend the City of Paris' allocation of Coronavirus Relief
Funding from the Texas Department of Emergency Management.
16. Receive a presentation with regard to the Wastewater Treatment Plant Project,
amendment to the engineering agreement, the long-term financing options and rate
adjustments.
17. Discuss and provide direction to city staff with regard to Suddenlink's service.
18. Discuss and possibly authorize the City Attorney to file suit for collection of the
following debts to the City:
• Brentwood Terrace Healthcare & Rehabilitation Center $ 7,008.00
• Heritage House of Paris $14,014.00
• Legend Healthcare & Rehabilitation $ 1,433.00
• Stillhouse Rehabilitation & Healthcare Center $ 9,310.00
19. Discuss and consider a Charter Review Committee and process for selection.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
