1989-049-RES WHEREAS, TEXAS WATER DEVELOPMENT BOARD OFFERED SULPHUR RIVER BASIN AUTHORITY A $75,000 RESOLUTION NO. 89-049 WHEREAS, the Texas Water Development Board has offered the Sulphur River Basin Authority a $75,000 grant for a planning project to address non-hazardous municipal solid waste, water treatment plant sludge, and wastewater treatment plant sludge disposal problems throughout the Sulphur River Basin, said grant requires matching funds in the amount of $75,000; and WHEREAS, disposal practices affect the quality of water, one of our most treasured assets. Long-term environmentally sound waste disposal plans will guarantee a long-term supply of quality water; and, WHEREAS, it has been suggested that the local match for the cities and counties be based on each city's or county's percentage of the total population of the Sulphur River Basin, with the City of Paris pro rata share being $7,862.23; and, WHEREAS, it is deemed to be in the best interest of the citizens of Paris that the City of Paris participate by providing its pro rata share of matching funds for said planning project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the $75,000 grant offer from the Texas Water Development Board to the Sulphur River Basin Authority for a planning project which will address non-hazardous municipal solid waste, water treatment plant sludge, and wastewater treatment plant sludge disposal problems throughout the Sulphur River Basin, be, and the same is hereby accepted. BE IT FURTHER RESOLVED, That the City of Paris does hereby conditionally commit its pro rata share of the local matching funds in the about of $4,862.23, conditioned upon all cities and counties paying their pro rata share, and in the event all cities and counties do not pay their pro rata share, then the City of Paris requests the return of its pro rata contribution. BE IT FURTHER RESOLVED, That the Director of Finance, W. E. Anderson, be, and he is hereby authorized and directed to transmit the City of Paris' share to the Sulphur River Basin Authority, P. O.
