RESOLUTION NO. 88-105
WHEREAS, the City of Paris water system. has been
experiencing failures on a 20 inch water ma~n between
Clement Road and Santa Fe Street near the alignment of 3rd
Street N.E.; and,
WHEREAS, such most recent failures occurred on
September 17 and October 7, 1988, which failures endangered
life and property due to the fact that the City's ability to
adequately fight fire and to provide water service was
critically impaired; and,
WHEREAS, it would be appropriate for the recon-
struction, replacement or repair of said 20 inch water main,
which was originally constructed in 1957, and which was
heretofore authorized to be funded on the 19th day of April,
1988, under the City of Paris, Texas Waterworks and Sewer
System Prior Lien Revenue Bonds, Series 1988 issue; and,
WHEREAS, the failures impairing the City's ability to
fight fire and provide water service requires this project
be completed in the shortest possible time and requires the
declaration of an emergency; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, That the reconstruction, replacement or repair of the
20 inch water main between Clement Road and Santa Fe Street
near the alignment of 3rd Street N.E. is found to be and
does justify the declaration of an emergency and the same is
hereby declared; and,
BE IT FURTHER RESOLVED, That the City Staff is hereby
authorized to exercise the emergency powers as the same
relate to budgeting, expenditures, procurement and bid
process with the only requirement being that the City
Council of the City of Paris be kept abreast of the progress
of the project.
