Robert Talley called the Building and Standards Commission Meeting to order at 3:00 P.M. Roll was called. A. The following members were present: Kim Walker Reeves Hayter Pat Conrad Ken Kohls B. Staff present: Robert Talley Debra Burge Roger Colson Grayson Path Clyde Crews Stephanie Harris C. Others present: Vezir Ajro Stan Ford Carlos Sanchez 2. Approval of minutes from previous meeting. (November 16, 2020) Motion made by Kim Walker, seconded by Ken Kohls to approve minutes. Motion carried unanimously. 4-0 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;" Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6, Chapter 11.5 of the Code of Ordinances of the City of Paris, Paris, TX: A. 520 Deshong; City Block 306, Lot 1-A-2 Owner: Vezir Ajro, 609 Stonebury Dr, Southlake TX 76092 Robert Talley stated was brought before BSC October 2020; owner given 90 days to start repairs. No permits pulled. No repairs. Has been boarded up. Owner is present. Owner: Vezir Ajro, 609 Stonebury Dr, Southlake TX 76092 Have had an engineering report regarding work. Have gone out for bids, and have contractors ready to go; have provided a scope of work. Roof, plumbing, electrical, and interior. Ready to start pulling permits and get going. Delay due to COVID in immediate family. Robert Talley's recommendation: Allow 60 days to begin/complete work. Discussion: Roof should take 3-4 weeks. Then will proceed to interior. Using pre- engineered trusses, which will take a little longer than normal. Ready to go as soon as permits are pulled. Exterior has been cleaned up, and building is secure. Anticipate all work being completed in 60 days. Motion made by Ken Kohls, seconded by Pat Conrad, to accept Robert Talley's recommendation. Motion carried unanimously. 4-0 F. 102 7th SW; City Block 126, Lot 3 & 3A Owner: Stanley Ford & Clifford Mackenzie, PO Box 33, Paris TX 75461 Robert Talley stated owner is present. Fire at front; boarded up; fire damage evident. Back in unsecure. Missing flooring inside at back. Owner is ready to begin work. Robert Talley's recommendation: Repair within 30 days, or back to BSC. Owner: Stan Ford, 520 Deshong, Paris TX. 30 days should be sufficient to make secure and repair exterior. Replace window in front, replace some siding. Added porch onto back and installing doors. Primary objective to make property secure. Discussion: Building not secure at this time. Owner plans to have that done by end of the week. This is a rental property. Expect 60-90 days before it's in condition to rent. Mattress has been removed; no litter in yard. Motion made by Ken Kohls, seconded by Reeves Hayter to accept Robert Talley's recommendation. Robert Talley stated complaint received that it's unsecure, has had a fire, and people were staying in it at night. No evidence of people staying there. Not sure if lumber is new or just in good condition. Holes in roof. Fire was in October 2019. Property was recently sold about 4 months ago; new owner is present. Plans to live in house, not rent it. Has pulled demo permit to begin clean-up. Has met with Building Official. Robert Talley's recommendation: Secure within 14 days, begin significant repairs within 90 days. Owner: Carlos Sanchez, 424 4th NW, Paris TX Recently purchased, still paying off. Slowly working on it. Recently got demo permit. Would like extension of 90 days to complete repairs. Discussion: Needs to be secured ASAP. Address roof quickly to avoid further damage from rain. Motion made by Ken Kohls, seconded by Kim Walker to accept Robert Talley's recommendation. Motion carried unanimously. 4-0 1219 E Hearon; City Block 112-B, Lot 12 Owner: Sky Mar Ventures, 2625 Spur 139, Paris TX 75462 Robert Talley stated no contact with owner. Unsecure; worked numerous junk and rubbish Code cases. Door has been kicked in, windows are broken. Hole in roof, roof leaking in multiple places. Evidence of people going inside; trash inside. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Discussion: Been in current condition for a couple of months. Code Enforcement has been abating the property for some time. Sky Mar is currently building properties in Paris. What action can we take to make them repair this property? Discussed possibility of filing court case. Motion made by Ken Kohls, seconded by Kim Walker, to accept Robert Talley's recommendation. Motion carried unanimously. 4-0 1144 5th SW; Locust Hill Block 3, Lot 3-B Owner: Ruby Lee Francis, 2514 Grasmere St, Garland TX 75040 Robert Talley stated have been keeping an eye on this property. Has been on the verge of being presented to BSC. Windows are missing and door has been kicked in, which is why it's being brought now. Floor inside is deteriorating. 113 E. No contact with owner. Deterioration beginning along roofline. Upstairs windows broken out. Water damage inside. Sheetrock/ceiling tiles are falling off. Floor is spongy. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has the right to do so. Motion carried unanimously. 4-0 531 Brown; Locust Hill Block 3, Lot 1-A Owner: Garry Clark, 521 Brown Ave, Paris TX 75460 Robert Talley stated structure was brought to BSC 5-6 months ago, but owner was living in the property. Post Office and Appraisal District have confirmed no one is living there currently. No contact with owner. Porch is falling in. Side is completely torn apart. Large amounts of roof missing. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Discussion: None Motion made by Ken Kohls, seconded by Kim Walker, to accept Robert Talley's recommendation. Motion carried unanimously. 4-0 601611 SE; City Block 163, Lot 3 Owner: Bradley & Lisa Archer, 537 6u' SE, Paris TX 75460 Robert Talley stated spoke with Lisa Archer this morning. Have decided want to repair and possibly move house. Said can repair roof within 30 days. Deterioration along edge of roof as well as some missing roof covering. Robert Talley's recommendation: Declare a nuisance, repair roof within 30 days, or back to BSC. Discussion: House is secure. Evidence of building materials inside. Motion made by Ken Kohls, seconded by Kim Walker to accept Robert Talley's recommendation. Motion carried unanimously. 4-0 1535 W Walker; Colonial Block 7, Lot 3 Owner: Helen Allen, 1535 W Walker, Paris TX 75460 Robert Talley stated this is person living in a camper behind a house. Warrants are out for the person's arrest. Would not come to the door. Goal is to have camper removed. Tenant finally came to the door. Was told he had 30 days to move the camper. City ordinance prohibits people from living in a camper, unless specifically permitted to do so temporarily. Was running a water hose from main house. Grandmother, who is property owner, has called Code Enforcement asking if we could make him leave. Received call this morning that camper has been moved. Would still like to put orders on the property to prevent him from returning. Grandmother has stated she is afraid of him. Robert Talley's recommendation: Declare a nuisance, remove within 30 days, or city has right to do so. Code Enforcement Report: Demoed 1 property since last meeting; started on 921 E Houston, but ground was too soft. Redirected them to another property which should be done today or this week. Weather has hampered efforts. Will provide demo spreadsheet to BSC quarterly, per commission's request. 5.
