RESOLUTION NO. 88-038
WHEREAS, the
bypass at Woodard
rain and,
City of Paris has been experiencing
and Southeast Lift Stations during heavy
WHEREAS, the City Engineer recommends the immediate
construction of bypass prevention basins to prevent high
water bypass at Woodard and Southeast Lift Stations; and,
WHEREAS, the bypass of wastewater into the streams of
the State of Texas requires that this project be completed
in the shortest possible time and requires the declaration
of an emergency; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, That the prevention of wastewater entering the
streams of the State of Texas by the construction of bypass
prevention basins at Woodard and Southeast Lift Stations is
found to be and does justify the declaration of an emergency
and the same is hereby declared; and,
BE IT FURTHER RESOLVED, That the City staff is hereby
authorized to exercise the emergency powers as the same
relate to budgeting, expenditures, procurement and bid
process with the only requirement being that the City
Council of the City of Paris be kept abreast of the progress
of the project.
