00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, March 22, 2021. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in Paris, Texas. Due to the CoVID outbreak, facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of March 8, 2021. 6. Receive reports and/or minutes from the following boards and commissions: a. Main Street Advisory Board (1-12-2021) b. Paris Public Library Advisory Board (2-24-2021) c. Historic Preservation Commission (2-10-2021) d. Paris Economic Development Corporation (2-16-2021) 7. Receive February monthly financial report. 8. Receive February drainage report. 9. Receive demolition and code enforcement activity reports. 10. Approve the Final Plat of Lots 1 & 2, Block A of the Homer -Nash Addition, LCAD Property 17390 and 17391, located at 1845-1849 Lamar Ave. and 105-115 N.E. 19th Street. 11. Approve the Final Plat of Lot 1, Block A of the Pshigoda South Addition No. 2, LCAD Property 10730 and 117505, located at 3620 Clarksville Street. 12. Approve the Final Plat of Lot 1, Block A of the B&M Subdivision City Block 70, LCAD Property 14723 and 14724, located in the 1600 Block of Pine Bluff. 13. Approve a Resolution Declaring the month of April as Fair Housing Month. Regula Agenda 14. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of Rebecca Haralson, Executrix of George Jennison Estate for a change in zoning from a One -Family Dwelling District No. 2 (SF -2) to an Office District (0), in the Morningside Estates, Block P, Lot 3, LCAD 13441, located in the 800 Block of S.E. 38th Street. 15. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of HR Jones Enterprises, LLC for a change in zoning from an Agricultural District (A) to a Commercial District (C), in the City of Paris, Block 170-C, Lot PT of 14, LCAD 120611, located in the 2500 Block of South Church Street. 16. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of Russ Davis on behalf of Linda and Johnny C. Miles, Sr. for a change in zoning from a Light Industrial District (LI) to a Two -Family Dwelling District (217), in the City of Paris, Block 188, Lots 6 and 7, LCAD 17005, located at 1415 S.E. 6th Street. 17. Discuss, conduct a public hearing and possibly act on a Resolution Establishing City of Paris, Texas PACE (Property Assessed Clean Energy) Program. 18. Discuss and act on a Resolution Approving the Private Re -Sale of Twenty -Four Tracts of Tax Foreclosed Real Property; and authorize the Mayor to execute Deeds. 19. Discuss and act on a request from Greater Paris Development Foundation to abandon long term leases related to the Trail de Paris in furtherance of converting the Northeast Texas Trail into a linear state park administered by the Texas Parks and Wildlife Department. 20. Convene into executive session pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: First National Bank Building and associated properties. 21. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 22. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 23. Adjourmnent.
