1988-026-RES WHEREAS, desirous of institutions; the City Council cooperating with and, of the City all local of Paris is RESOLUTION NO. 88-026 WHEREAS, desirous of institutions; the City Council cooperating with and, of the Ci ty all local of Paris is educational WHEREAS, Paris Independent School District is offering through the Paris High School Occupational Program, whose students could benefit from field trip observation with the City of Paris Emergency Medical Service; and, WHEREAS, it is determined to be in the best interest of the City of Paris that such services be made available to such students, and such cooperative effort can best be accomplished under the guidelines of an intergovernmental agreement in the form of Exhibit A attached hereto; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the Mayor, Billy Joe Burnett, be, and he is hereby authorized to execute on behalf of the City of Paris, the Intergovernmental Agreement with Paris Independent School District in the form of Exhibit A attached hereto. Bi~6t.~ ATTEST: ~~~'-\'~~~~ Mattie Cunn1.ng am, 1. er APPROVED AS T FORM: City Attorney INTERGOVERNMENTAL AGREEMENT PARIS INDEPENDENT SCHOOL DISTRICT AND CITY OF PARIS, EMERGENCY MEDICAL SERVICE This Agreement is executed on the 1987, between PARIS INDEPENDENT SCHOOL DISTRICT, for and on behalf of the Health Occupations Department, and CITY OF PARIS, EMERGENCY MEDICAL SERVICE, hereinafter sometimes referred to as E.M.S. in the agreement, WITNESSETH: WHEREAS, it is agreed by the parties of the mutual interest and advantage that said students be given the opportunity to utilize the E.M.S. as a practice laboratory for educational purposes. NOW, THEREFORE; for and in consideration of the fore- going and in further consideration of the mutual benefits, the parties to this agreement agree as follows: 1. The E.M.S. will permit said students to observe departmental routine and procedures under the direct supervision of a licensed or designated employee of E.M.S. Individual faculty members will serve as liaison person between the FACILITY and said students. day of March, 2. The DISTRICT and Faculty Members shall assume responsibility for seeing that all students and faculty members respect the confidential nature of all information which may come to them with respect to patient and hospital records. 1. fXH,srr A 3. Representatives of the DISTRICT and the E.M.S. shall meet as often as necessary to study the Health Occupations Program and terms of this Agreement and make such suggestions and changes as are needed. 4. It is understood between the parties that under no circumstances is any member of the DISTRICT'S Student Body or Faculty to be considered an agent of the licensed employee of the E .M. S. Should said student be instructed to perform or assist in the performance of a function of duty or licensed or designated employee, it must be carried out under the direct supervision of said licensed or designated employee who is an agent of the E.M.S. which assumes responsibility. However, the intent of this program is to be observation only. 5. The DISTRICT conforms to the health requirements of state and local governments with regard to students and faculty. (A tine/PPD test is a requirement along with a letter of verification on file in the City of Paris, parental signed and notarized consent form. Students and faculty are financially responsible for their Health Care. 6. It is a requirement that the liability insurance covers each student and faculty member and a letter is on file with the City of Paris stating such. 7. This Agreement provides for continuing communi- cation between the service unit and the district as it is necessary to provide optimum experience for student learning. An annual evaluation and review of this Agreement is expected. Either party may discontinue this Agreement upon six (6) months written notice to the other; however, this termination should only occur at the end of an academic semester in which students are regis- tered. The party desiring termination shall arrange for a conference with the other partic- ipating agency. 8. In keeping with Title VI of the Civil Rights Act of 1964, no person shall on the grounds of race, sex, color or national origin be excluded from participation in, be denied the benefits of, or be 2 subject to discrimination under any program or activities included herein. 9. Said student will be subject to the rules and regulations established by the E.M.S. for the division of the E.M.S. to which the student is assigned.
