1988-016-RES WHEREAS, the City Council of the City of Paris, did request the City Staff to advertise for bids for RESOLUTION NO. 88-016 WHEREAS, the City Council of the City of Paris, did request the City Staff to advertise for bids for furnishing labor, materials and equipment and performing all work required for grounds maintenance on nine (9) City of Paris facilities, being Bywaters Park, Plaza, City Hall, Paris Public Library, PJC Triangle (24th S.E. & Clarksville St.), Chism Memorial Park, Paris Police Dept., 10th Street Park and Cox Field Terminal Area, which bids were received until 10:00 o'clock A.M., Wednesday, March 2, 1988; and, WHEREAS, such staff action should be ratified; and, WHEREAS, the best bid for such construction was made by Total Lawn Care Service, 1755 Fairfax, Paris, Texas and it should be awarded the bid for such construction; and, WHEREAS, the form of contract for such construction project is attached hereto as Exhibit A, and such form should be approved, and the Mayor should be authorized to sign the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the staff's action in advertising for bids for grounds maintenance is in all things ratified; and, BE IT FURTHER RESOLVED, That the Bid of Total Lawn Care Service, for furnishing labor, materials and equipment and performing all work required for grounds maintenance on nine (9) City of Paris facilities, being Bywaters Park, Plaza, City Hall, Paris Public Library, PJC Triangle (24th S.E. & Clarksville St.), Chism Memorial Park, Paris Police Dept., 10th Street Park and Cox Field Terminal Area in the amount of $17,320.00, is hereby accepted and let conditioned upon said contractor meeting all of the terms and specifications included in the bid documents; and, BE IT FURTHER RESOLVED, That the Mayor of the City of Paris, Billy Joe Burnett, be, and he is hereby authorized and directed to execute on behalf of the City of Paris the contract with Total Lawn Care Service for grounds mainte- nance, upon the terms and conditions and in the form shown in Exhibit A attached hereto. Citv er CONTRACT AGREEMENT THIS AGREEMENT, made and entered into this day of , 19 , by and between Total Lawn Care Service, 1755 Fairfax, Paris, Texas, hereinafter called the "Contractor" and the City of Paris, Paris, Texas, acting by and through its Mayor Billy Joe Burnett, hereinafter called "owner". WITNESSETH THAT: WHEREAS, pursuant to the invitation of the Owner, extended through an officially published "Invitation to Bid", the Contractor did in accordance therewith, on the 2nd day of March, 1988, file with the Owner a proposal containing an offer which was invited by said notice; and / WHEREAS, the Owner has heretofore determined that said offer was the lowest and best submitted: NOW, THEREFORE, IT IS AGREED: First: That the Contractor shall comply in every way with the requirements of those certain specifications entitled: Second: That in consideration of the faithful compliance with the terms and conditions of this Agreement the Owner shall pay to the Contractor at the times and in the manner provided in said specif- ication the total sum of Seventeen Thousand Three Hundred Twenty ($17,320.00), which sum is subject, however, to increase or decrease in such proportion as the quantities named in said proposal are so changed, all as in said specifications and proposal provided. Third: That the time of completion is one year. Fourth: That the contract documents which are hereby made a part of this Agreement by the actual attachment or by this reference thereto are as follows: 1. The Invitation to Bid - being the invitation to submit a proposal; 2. The Specification named above by title: Grounds Maintenance City of Paris 3. The Detailed Plans listed and described in said specif- ications, together with those which may be issued as supplements thereof; and 4. The Proposal of the Contractor, which was submitted on March 2, 1988, the original or a conformed copy of which is hereto attached and marked "Exhibit A". IN WITNESS WHEREOF, said Contractor and said Owner have caused this Agreement to be executed on the day and year first above written. PJC Triangle (24th S.E. & C1arksvi11e St.) 6. Chism Memorial Park 7. Paris Police Dept. 8. lOth Street Park 9. Cox Field Terminal Area Bidders must have a minimum of two years experience in commercial grounds maintenance operations. Bidders must supply with this bid a list of references for whom they have performed grounds maintenance during the past two years. Bidders must have current liabil ity and workman's compensation insurance. All correspondence concerning the grounds maintenance contract will be through the City of Paris Director of Community Facilities. Scope of work 1 i sted by areas: During the growing season, all areas will have maintenance performed a minimum of one time per week. 1) Bywaters - Mow, weedeat, edge all concrete areas including curbing and sidewalks, remove all clippings, blow dust off hard surface areas, trim hedges and shrubs, remove leaves, and maintain flowers and shrub beds. 2) Plaza _ Mow, weedeat, edge all concrete areas including curbing and sidewalks, remove all clippings, blow dust off hard surface areas, trim hedges and shrubs, remove leaves and maintain flower and shrub beds. Mow twice weekly if need be. 3) City Hall/Central Fire Station - Trim hedges and shrubs as needed, trim rose bushes, remove clippings, blow dust from hard surface areas. 4) Paris Public Library - Mow, weedeat, edge all concrete areas including curbing and sidewalks, remove all clippings, blow dust off all hard surface areas, trim hedges and shrubs, remove leaves and maintain flower and shrub beds. 5) PJC Triangle - Mow, weedeat, edge all curbing, remove all clippings, blow dust from curb and gutters, trim crepe myrtle trees as needed, and maintain flower beds. 6) Chisum Memorial Park - Mow, weedeat, edge all brick sidewalks and borders, blow off all hard surface areas, trim hedges and shrubs, remove leaves, and maintain flower and shrub beds. 7) Police Department - Mow, weedeat, edge all hard surface areas including curbs and sidewalks, remove all clippings, blow dust off all hard surface areas, trim hedges and shrubs, remove EXHIBIT A leaves, and maintain flower and shrub beds. 8) 10th Street Park - Mow, weedeat, edge all hard surface areas including curbing and sid~walks, and blow all hard surface areas including curb and gutter. 9) Cox Field Terminal Area - Mow, weedeat, edge all hard surface areas, blow dust off al] hard surface areas, remove all clippings, remove leaves, 'trim hedges and shrubs, and maintain all flower and shrub beds. The City of Paris Parks Department will be responsible for fertilizing the areas in question. Bidders must use the attached bid form.
