1988-013-RES WHEREAS, the City Council of the City of Paris did heretofore in Resolution No. 87-108, authorize an RESOLUTION NO. 88-013 WHEREAS, the City Council of the City of Paris did heretofore in Resolution No. 87-108, authorize an emergency force account project for the rehabilitation of certain lift stations, the number and scope of which it is found should be increased and expanded and said resolution should be amended as follows: WHEREAS, the City Council of the City of Paris has heretofore recognized the need for rehabilitation plus modification of the following seven (7) lift stations: Campbell's Lift Station, Northwest Loop (Battle's) Lift Station, Old Bonham Road Lift Station, Woodard's Lift Station, 7th Street S.W. Lift Station, Toco Lift Station and Jefferson Heights Lift Station; and, WHEREAS, all lift stations shall be modified with fixtures that will accept a portable pump so that the lift station can function when its own pumps or motors are inoperative; and, WHEREAS, funded out of Budget; and, said rehabilitation was authorized to be the fiscal year 1987-88 Water and Sewer Fund WHEREAS, the protection of the environment and the standards set by the State Department of Health, Texas Water Commission and the Environmental Protection Agency, dictate that an emergency be declared and that said rehabilitation and modification be accomplished by force account; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the need for the rehabilitation of the seven (7) lift stations and the modification of the all lift stations with fixtures that will accept a portable pump so that the lift station can function when its own pumps or motors are inoperative, is found to be and does justify the declaration of an emergency and the same is hereby declared. BE IT FURTHER RESOLVED, That the city staff is hereby authorized to exercise the emergency powers as the same relate to the budgeting, expenditures, procurement and bid process with the only requirement being that the City Council of the City of Paris be kept abreast of the progress of the rehabilitation and modification project on a monthly basis.
