1988-063-RES WHEREAS, the City Council of the City of Paris, did in Resolution No. 88-061 on June 13, 1988, approve RESOLUTION NO. 88-063 WHEREAS, the City Council of the City of Paris, did in Resolution No. 88-061 on June 13, 1988, approve the adver- tisement for bids for furnishing labor, materials and equipment and performing all work required for the Installa- tion of Internally Lighted Taxi Guidance Signs at Cox Field Airport, which bids were received until 10:00 o'clock A.M., Wednesday, July 6, 1988; and, WHEREAS, the best bid for such construction was made by GIFFORD ELECTRIC COMPANY, Fort Worth, Texas, and it should be awarded the bid for such construction; and, WHEREAS, the form of contract for such construction project is attached hereto as Exhibit A, and such form should be approved, and the Mayor should be authorized to sign the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the Bid of GIFFORD ELECTRIC COMPANY, for the Installation of Internally Lighted Taxi Guidance Signs at Cox Field Airport in the amount of $10,500.00 is hereby accepted and let conditioned upon said contractor meeting all of the terms and specifications included in the bid documents; and, BE IT FURTHER RESOLVED, That the Mayor of the City of Paris, Eric S. CONTRACT AGREEMENT THIS AGREEMENT, made and entered into this 11th day of July, 1988, by and between Gifford Electric Company, Fort Worth, Texas, herein- after called the "Contractor" and the City of Paris, Paris, Texas, acting by and through its Mayor Eric S. Clifford, hereinafter called "Owner". WITNESSETH THAT: WHEREAS, pursuant to the invitation of the Owner, extended through an officially published "Invitation to Bid", the Contractor did in accordance therewith, on the 6th day of July, 1988, file with the Owner a proposal containing an offer which was invited by said notice; and WHEREAS, the Owner has heretofore determined that said offer was the lowest and best submitted: NOW, THEREFORE, IT IS AGREED: First: That the Contractor shall comply in every way with the requirements of those certain specifications entitled: Installation of Internally Lighted Taxi Guidance Signs at Cox Field Airport Second: That in consideration of the faithful compliance with the terms and conditions of this Agreement the Owner shall pay to the Contractor at the times and in the manner provided in said specif- ication the total sum of Tell Thousand Five Hundred and no/100 Dollars ($10,500.00) which sum is subject, however, to increase or decrease in such proportion as the quantities named in said pro- posal are so changed, all as in said specifications and proposal provided. Each unit shall be furnished complete with the specified panels, mounting assemblies, breakable couplings, transformer (s) and metal stakes. The taxi guidance signs shall be Type l-858Y and l-858R, with curved face. (b) (c) the base. (d) After installation, the voltage to the lamps shall be checked with a "RMS" or "Ironvane" volt meter and set to manufacturers requi rements. Signs installed shall be size 1, style 2, class 2. Each module shall have a steel cable tether securing it to 127-3.5................Assembling the Unit The taxi guidance sign shall be assembled in accordance with the manufacturer I s i nsta llati on i nstructi ons. The transformer secondary shall be connected to the lamp lead by means of the disconnecting plug and receptacle provided the unit, and this joint shall not be taped. A lamp, or lamps of the proper rating shall be installed in the fixture. The distance from the finished grade to the top of the sign shall be as indicated on the plans but in no event shall be less than 25 inches nor more than 32 inches. .(a) A frangible coupling shall be used to attach each stem to the base plate flange or base cover. Anti-sieze compound shall be used on all threads. . 127-5.1. Payment ~all be made at the contract unit price for each complete taxi guidance sign of like size installed in place by the Contractor and accepted by the Engineer. This price shall be full compensation for furnishing all materials for all preparation, assembly, and .installation of these materials, and for all labor, equipment, tools and incidentals necessary to complete this item. INSTALLATION OF MEDIUM INTENSITY RUNWAY LIGHTS, TAXIWAY LIGHTS AND TAXIWAY GUIDANCE SIGNS WITH STAKE MOUNTING , ..i . 1. DESCRIPTION 1.1 This item shall consist of medium intensity runway or taxiway lights and taxiway guidance signs for series circuits, mounted on metal stakes furnished and installed in accordance with FAA specifications at the locations and in conformity with the dimensions, design, and details shown on the Plans. Included in this item shall be the furnishing and installing of transformers. This item shall also include all cable connections, the furnishing and installation of all lamps, the testing of the installation, and all incidentals necessary to place these signs in operation as a completed unit to the satisfaction of the owner. 2. EQUIPMENT AND MATERIALS 2.1 General. (a) Airport lighting equipment and materials covered by FAA specifications shall have the prior approval of the Federal Aviation Administration. Airports Service, Washington, D.C. 25090, and shall be listed in Advisory Circular 150/5345-1, Approved Airport lighting Equipment. ' (b) All other equipment and materials covered by other referenced specifications shall be subject to acceptance through the manufacturer's certification of compliance with the applicable specifications. (c) Lists of the equipment and materials required for a particular system are contained in the applicable advisory circulars. 2.2 Taxiway Guidance Signs. Lighted signs shall be Type L-858R and Type L 858Y. Size 1 (18-inch sign face with a 12-inch legend) Style 2 (powered from a series lighting circuit, 4.8 to 6.6 amperes), Class 2 (for operation down to -55 degrees C). Mode 1 (0-100 mph wind resistance). 2.3 Tape. Rubber and plastic electrical tapes shall be Scotch Electrical Tape number 23 and 88, respectively, as manufactured by the Minnesota, Mining and Manufacturing Company, or any approved equal. 2.4 Conc~te Anchor NOT TO BE USED 3. CONSTRUCTION METHODS 3.1 General. The installation and testing details for the systems shall be as specified in the applicable advisory circulars. 3.2 Placing the Signs. The elevated signs shall be installed at the locations shown on the plans. 3.3 Transformer Installation. The transformer shall be buried in the ground at a suitable location adjacent to the stake. No portion of the transformer case shall be less than ten inches below the ,ground level. The transformer shall be laid on a side with lead horizontal and trained toward the stake. The primary cable connections shall' be made as described in paragraph 3.6 (a). The secondary lead of the transformer shall be brought into position at the bottom of the mounting assembly fitting. The attached connector on the transformer lead shall be positioned with the cable connectors in place on the clamp support attached to the stake. The transformer shall be placed on a 3 inch layer of bedding material and shall be covered with a layer of the same material and of the same thickness. Bedding and cover material shall be either earth or sand containing no particles that would be retained on a 1/4 sieve. All backfield materials shall be thoroughly tamped and compacted. If necessary to obtain compaction, the backfill material shall be moistened or aerated as required. 3.4 Stake Installation. The stake shall not be installed by driving. The excavation for the stake shall be not less than 6 inches in diameter. The stake shall be installed to sufficient depth so that the shearing groove of the breakable coupling shall not extend more than 3 1/2 inches above finished grade. Backfill shall be made with earth containing no particles that would be retained on a 1 inch sieve. All backfill material shall be thoroughly tamped and compacted. If necessary to obtain compactions, the backfill materials shall be moistened or aerated as required. The stake shall be vertical to within three degrees. The stableness of the stakes installed in place shall be to the satisfaction of the Engineer. 3.5 Concrete Anchor...NOT TO BE USED 3.6 Assembling the Unit. The elevated sign shall be assembled in accordance with the manufacturer's installation instructions. The transformer secondary shall be connected to the lamp leads by means of the disconnecting plug and receptacle provided with the unit, and this joint shall not be taped. Lamps of the proper rating shall be installed in the sign. 3.7 Cable Connections. Underground cable will be installed between the units as"a separate item under the Item "Installation of Underground Cable for Airports". The Contractor shall connect this cable to the transformer. The connection to the underground cable supply shall be made by one of the followin9 methods: , (a) Direct Connection. The transformer primary lead connectors shall be plugged directly into mating connectors of Field-Attached for Factory-Molded Plug-In Splices on the supply cables, whichever is called for on the plans. The splices shall be attached to the supply cables as specified. INSTALLATION OF UNDERGROUND CABLE FOR AIRPORTS 1. DESCR I PTI ON. )" I' 0" . . 1.1 This item shall consist of underground cable furnisfied and installed in accordance with this specification at the locations and in accordance with the design, dimensions, and details shown in the plans. This item shall include the excavation and backfill of the trench and the installation of cable and counterpoise wire in trench, duct or conduit. It shall include splicing, cable marking and testing of the installation and all incidentals necessary to place the cable in operating condition as a completed unit to the satisfaction of the owner. This item shall not include the installation of the duct or conduit. 2. EQUIPMENT AND MATERIALS. 2.1 General. Airport lighting equipment and materials covered by FAA specifications shall shave the prior approval of the Federal Aviation Administration, Airport Service, Hashington, D.C. 20591, and shall be listed in Advisory Circular 150/5345-1, Approved Airport Lighting Equipment. All other equipment and materials covered by other referenced specifications shall be subject to acceptance through manufacturer's certification of compliance with the applicable specification, when requested by the Engineer. 2.2 Cable. Underground cable shall conform to the requirements of Specification for l-824, Underground Electrical Cables for Airport lighting Circuits. The following types are covered in Specifications l-824. a) Type A. Single and multiple conductor cable with 600 volt performance type insulation with an overall neoprene jacket. b) Type B. Single and multiple conductor cable with 5,000 volt "Ozone Resistant" insulation with an overall neoprene jacket. c) Type C. Single and multiple conductor cable with 600 volt or 5000 volt, cross linked polyethylene insulation. Multiple conductor cables will have a jacket applied overall. All cable for airport lighting service shall be stranded viz: 600 . volt - 7 strand; 5,000 volt - 7 or 19 strand. For power cable, conductor siz~ shall not be smaller than No. 8 AWG. Control cable, conductor size shall not be less than No. 12 AWG. These limits on conductor sizes shall not apply to leads furnished by manufacturers on transformers and fixtures. 2.3 Bare Copper Wire. (Counterpoise) Bare copper wire for counterpoise installations shall be stranded wire conforming to ASTM B3 and B8. 2.4 Cable Connections. In line connections of underground primary cables shall be of the type called for in the plans or in the proposal, and shall be one of the types listed below. When the plans or the propos a 1 permit a choi ce of connection, the Contractor shai.r indicate in the bid the type of connection he proposes to furnish. ' a) The Cable Splice...Not to be Used. b) The Vulcanized Splice...Not to be Used. c) The Field Attached Plug-in Splice. Figure 14 of Specification for L-823 (AC 150/5345-26) Plug and Receptacle, Cable Connectors, employing connectors kits, is approved for field attachment, to a single conductor cable. d) The Factory-molded Plug-in Splice Specification for L-823 connectors, factory molded to individual conductors are approved. e. The Tape Splice... Not to be Used. 3 CONSTRUCTION METHODS 3.1 General. The Contractor shall install the specified cable at the locations indicated on the plans. Cable connections between lights will be permitted only at the light locations for connecting the underground cable to the primary leads of the individual insulating transformers. The Contractor shall be responsible for providing cable in continuous lengths for home runs or other long cable runs without connections, unless otherwise authorized in writing by the owner or shown in the plans. 3.2 Installation in Duct or Conduit...Not to be Used. 3.3 Trenching. Where turf is well establ ished and the sod can be removed, it shall be carefully stripped and properly stored. Trenches for 'cables may be excavated manually or with mechanical trenching equipment. Walls of trenches shall be essentially vertical so that a minimum of shoulder surface is disturbed. Graders shall not be used to excavate the trench with their blades. The bottom surface of the trenches' shall be essentially smooth and free from course aggregate. Unless otherwise specified, cable trenches shall be excavated to a minimum depth of 18 inches below finished grade, except as follows: a) When" off the airport or crossing under a roadway or driveway, the minimum depth shall be 36 inches unless otherwise specified. b) Minimum cable depth when crossing under a railroad track shall be 42 inches unless otherwise specified. The Contractor shall excavate all cable trenches to a width not less than 6 inches. The trench shall be widened where more than two cables are to be installed parallel in the same trench. Unless otherwise specified in the plan, all cables in the same location and running in the same general direction shall be installed i,n ,the same trench. ' .. '.- .H. When rock excavati on is encountered, the rock sha 11 be removed to a depth of at least 3 inches below the required cable depth and it shall be replaced with bedding material of earth or sand containing no mineral aggregate particles that would be retained on a 1/4 inch sieve. The Contractor shall ascertain the type of soil or rock to be excavated before bidding. All excavated shall be unclassified. 3.4 Installation in Trenches. The Contractor shall not use a cable plow for installing the cable. Mechanical cable laying equipment may be used in conjunction with a trenching machine if specified on project plans and specifications: and it should provide for physical inspection of cable prior to backfilling. Sharp bends or kinks in the cable shall not be permitted. Cables shall be unreeled in place alongside or in the trench and shall be placed along the bottom of the trench. The cable shall not be unreeled and pulled into the trench from one end. Where two or more cables are laid parallel in the same trench, they shall be placed laterally a minimum distance of 3 inches apart, and the trench shall be widened sufficiently to accomplish this. Cables crossing over each other shall have a minimum required depth below finish grade. Not less than one foot of cable slack shall be left on each side of all connection, insulating transformers, light units, and at all other points where cable is connected to field equipment. The slack cable shall be placed in the trench in a series of S curves. Additional slack cable shall be left in runway light bases, handholes, manholes, etc., where it is required to bring the cable above ground level to make connections. The amount of slack cable shall be stipulated by the Engineer, or as shown in the plans and specifications. 3.5 Backfilling. After the cable has been installed, the trench shall be backfilled 3 inches deep, loose measurement, and shall be either earth or sand containing no mineral aggregate particles that would be retained on a 1/4 inch sieve. This layer shall not be compacted. The second layer shall be 5 inches deep, loose measurement, and shall contain no particles that would be retained on a one inch sieve. The remainder of ,the backfill shall be excavated of imported mineral and shall not contain stone or aggregate larger than 4 inches maximum diameter. The third and subsequent layers of the backfill shall not exceed 8 inches in maximum depth, loose measurement. The second and subsequent 1 ayer shall be thoroughly tamped and compacted to at least the density of the adjacent undisturbed soil and to the satisfaction of the Engineer. If necessary to obtain the desired compaction, the backfill materials shall be moistened or aerated as required. .!" Trenches shall not be excessively wet and shall not cOntain' pools of water during backfilling operations. The trench shall be completely backfilled and tamped level with the adjacent surface, except that when sod is to be placed over the trench, the backfilling shall be stopped at a depth equal to the thickness of the sod to be used with proper allowance for settlement. Any excess excavated material shall be removed and disposed of in accordance with instructions issued by the Engineer. 3.6 Restoration. Where sod has been removed, it shall be replaced as soon as possible after the backfilling is completed. All areas disturbed by the trenching, storing of dirt, cable laying, pad construction, and other work shall be restored to it's original condition. The restoration shall include any necessary topsoi1ing, fertilizing, seeding, sodding, sprigging or mulching. The Contractor shall be held responsible for maintaining all distrubed surfaces and replacements until final acceptance. 3.7 Cable Markers. The location of runway light circuits shall be marked by a concrete slab marker two feet square and 4 inches thick extending approximately one inch above the surface. Each cable run from the line of runway lights to the equipment vault shall also be marked at approximately every 200 feet along the cable run. All other cable buried directly in the earth shall be marked in the same manner. The Contractor shall not install slab markers where cable lies in straight 1 ines between obstruction 1 ight poles which are spaced 300 feet apart or less. Cable markers shall be installed immediately above the cable. The Contractor shall impress the word "Cable" and directional arrows on each cable marking slab. The letters shall be approximately 4 inches high and 3 inches wide, with width of stroke 1/2 inch and 1/4 inch deep. The location of each underground cable connection, except at lighting units or insulating transformers, shall be marked by a concrete marker slab placed above the connection. The Contractor shall impress the word "SPLICE" on each slab. He also shall impress additional circuit identification symbols on each slab if so desired by the Engi neer. 3.8 Splicing. Connections of the type shown in the plans shall be made by experienced personnel reqularly engaged in this type of work and shall be made as follows: ., a) Cast Splices... Not to be Used. b) Vulcanized Splices...Not to be Used. c) Field" Attached Plug-In Splices. These shall be assembled in accordance with manufacturer's instructions. These spl ices shall be made by plugging directly into mating connectors. In all cases, the joint where the connectors come together shall be wrapped with at least one 1 ayer of rubber or synthet i c rubber tape and one 1 ayer of plastic tape, one-half lapped, extending at least 1 1/2 inches on each side of the joint.' ," , ,- d) Factory Molded Plug-In Splices. These shall be made by plugging directly into mating connectors. In all cases, the joint where the connectors come together shall be wrapped with at least one layer of rubber or synthetic rubber tape and one layer of plastic tape, one-half lapped, extending at least 1 1/2 inches on each side of the joint. e) Taped Splices...Not to be Used. 3.9 Bare Counterpoise Wire Installation and Grounding For Lightning Protection. If shown in the plans or specified in job specifications, a stranded bare copper wire, No.8 AWG minimum size, shall be installed for 1 ightning protection of the underground cable. The bare counterpoise wire shall be installed in the same trench for the entire length of the insulated cables it is designed to protect and shall be placed at a distance of approximately four inches from the insulated cable. The counterpoise wire shall be securely attached to each light fixture base or mounting stake. The counterpoise wire shall also be securely attached to copper or copper clad ground rods installed not more than 1,000 feet apart around the entire circuit. The ground rods shall be of the length and diameter specified in the plans, but in no case shall they be less than 8 feet long nor less than 5/8 inch in diameter. The Counterpoise system shall terminate at the transformer vault or at the power source. It shall be securely attached to the vault or equipment grounding system. The connections shall be made as shown in the project plans and specifications. 3.10 Testing. The Contractor shall furnish all necessary equipment and appliances for testing the underground cable circuits after installation. The Contractor shall test and demonstrate to the satisfaction of the Engineer the following: 'a) That all lighting power and control circuits are continuous and free from short circuits. b) That all'circuits are free from unspecified grounds. c) That the insulation resistance to ground of all nongrounded series circuits is not less than 50 megohms. " d) That the insulation resistance to ground of all nongrounded conductors of multiple circuits is not less than 50 megohms. e) That all circuits are properly connected in accordance with applicable wiring diagrams. f) That all circuits are operable. Tests shall be conducted that include operating each control not less than ten times and the continuous operation of each lighting and power circuit for not less than 1/2 hour. ,.f" "I ."
