Chairman Dux called the special called meeting to order at 4:04 p.m.
Discussion and possible action on Certificates of Appropriateness for 10 N. Plaza, parapet
addition and downspouts was introduced by Chairman Dux.
Chairman Dux gave a brief history of the Paris Historic Commercial District and the Church
Street Residential district and their designation on National Register of Historic Places as a
collection of period specific properties. He also explained the tax advantages of the
designation and the implications of the designation was lost. He also read applicable portions
on pages 14-16 of the Paris Historic Design Standards stating their purpose and the
responsibility of knowing the standards is on the applicant. Chairman Dux summarized why
there was a need for a special meeting and addressing additional construction of a parapet
wall on the building that was not on the original Certificate of Appropriateness and built
without a permit.
Mr. JD Marrs represented the property owner. He gave reasons why the roof profile would
need to be raised creating the need for extra parapet wall. Chairman Dux reviewed the Texas
Main Street design team recommendations for how to remediate the addition of 9 courses of
brick. The suggestions were an attempt to match the design standards for the historic district
along with the site and setting, and relationship of materials and textures of the block of
buildings as a whole. THC's recommendation was use of stucco and or cement added to
cover the new brick addition, and utilize a decorative downspout in the shape of a right angle
lining up with the banding of cast stone cornice to the adjacent buildings. After further
questions, Chairman Dux asked Mr. Marrs if the property owners would ok with the
recommendations made by the THC. A motion to approve the addition of downspouts as
presented in the Texas Historical Commission design rendering. This rendering included
decorative collection boxes for the scuppers in line with the existing cornice. Down spouts
would be mounted at a right angle. The existing new brick will be covered with stucco or
plaster to create a banding and maintaining the relief in the brick at the top of the building.
Commissioner Long made the motion to approve this motion, Commissioner Coyle
seconded. Motion carried.

a. Cheri Bedford went over the Certificates of Appropriateness approved in house and aske
for questions.
b. Imagine the Possibilities tours update will be needed by April 5'h.
