Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 26, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are required for those in attendance of the meeting in the City Council Chamber. Due to the
pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at https://aristexas.go ublic. The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of April 12, 2021.
6. Receive reports and/or minutes from the following boards and commissions:
a. Historic Preservation Commission (3-10-2021 & 3-17-2021)
b. Main Street Advisory Board (3-10-2021)
c. Paris Economic Development Corporation (3-16-2021)
d. Housing Authority of Paris (2-16-2021)
7. Receive March monthly financial report.
8. Receive March drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve the Replat of Lots 29, 30 and 31, of the Stone Ridge No. 8 Addition, LCAD
Property 126270, 126670 and 127019, located in the 4600 Block of Boulder Ln.
11. Approve the Final Plat of Lot 1, Block A of the Welch Addition CB 69A, LCAD
Property 14645, 14646 and 14647, located at 530 N.E. 10th Street.
12. Approve a 30 -day extension for the Norment 147 Addition Preliminary & Final Plat for
the Planning & Zoning Commission to review.
Regular Agenda
13. Discuss, continue the public hearing, and act on an Ordinance considering the petition of
Rebecca Haralson, Executrix of George Jennison Estate for a change in zoning from a
One -Family Dwelling District No. 2 (SF -2) to an Office District (0), in the Morningside
Estates, Block P, Lot 3, LCAD 13441, located in the 800 Block of S.E. 38th Street. (A
motion to remove this item from the table is required before deliberating.)
14. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Mary
Lawrence for a change in zoning from a Commercial District (C) to a One -Family
Dwelling District No. 3 (SF -3), in the City of Paris, Block 100-A, Lot 5, LCAD 15514,
located at 1049 N.W. 7th Street.
15. Discuss and provide direction on the City's fence regulation ordinance (Ordinance No.
2008-008).
16. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Frank Friesen d/b/a Turn Key Dumpster Rental (Pursuant to Sec. 16-24 of the
Code of Ordinances, passage of this ordinance requires five affirmative votes.)
17. Convene into executive session pursuant to Section 551.087 of the Texas Government
Code, (1) to discuss or deliberate regarding commercial or financial information that the
governmental body has received from a business prospect that the governmental body
seeks to have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development negotiations; or
(2) to deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), as follows: Project Fast Track
18. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
19. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
20. Adjournment.
