SUBJECT: RECOGNITION BY TCAP OF PARIS' 20 YEAR MEMBERSHIP
DATE: May 24, 2021
BACKGROUND: The City of Paris was one of the founding members of the Texas Coalition for
Affordable Power (TCAP). The purpose of this group was to pool the electrical demand of Texas
cities to the point where TCAP could negotiate more favorable electrical rates than any city could
possibly do on their own. By having multiyear agreements, budget stability for electrical costs
could be achieved. The group also provided the means to expert review each rate increase
requested by Oncor. There are over 160 political sub -divisions that belong to TCAP.
STATUS OF ISSUE: The fact that TCAP is celebrating its 20t' anniversary testifies to the success
that the group has experienced in holding down electrical rates for cities.
BUDGET: Not affected by this report.
RECOMMENDATION: No action required by the Council. TCAP wishes to present the City with
a plaque recognizing Paris' long association with TCAP.
