Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, May 24, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak facemasks
are required for those in attendance of the meeting in the City Council Chamber. Due to the
pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at h .2s://paristex opylfsublic. The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of May 10, 2021,
6. Receive reports and/or minutes from the following boards and commissions:

7. Receive April monthly financial report.

10. Approve the Replat of Lot 1 R, Block A of the Pee Wee Addition CB 251, LCAD
Property 59410 and PT of 53595, located at 1855-1865 N. Main Street.
11. Approve the Final Plat of Lots 1 and 2, Block A of the CEFCO North Addition, LCAD
Property 104687, 53629, 127230 and 402452, located in the 2500 Block of N. Main
Street.
12. Approve the Final Plat of Lots 1 and 2, Block A of the Norment 137 Addition, LCAD
Property 16399, located at 606 S. Church Street.
13. Approve the Final Plat of Lot 1, Block A of the Farmers Bank & Trust Addition, LCAD
Property 22095, 17960, and 17962, located in the 3000 Block of Lamar Ave.
14. Approve the Final Plat of Lot 1, Block A of the Wells Bryan 248-B Addition, LCAD
Property 17934, located at 830 S.E. 20th Street.
15. A. Approve an Airport Ground Lease Agreement with Skyler Burchinal, for construction
of a new airplane hangar at Cox Field Airport.
B. Approve the Reassignment of the Airport Ground Lease Agreement for Hangar Q
from Larry David Ervin to O&H Air, LLC.
Regular Agenda
16. Receive a presentation and recognition by Texas Coalition for Affordable Power (TCAP)
of the City of Paris' twenty (20) year membership.
17. Conduct a public hearing on the TxCDBG Contract No. 7218152 Main Street Fund
Project for Grant Closeout.
18. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of the
City of Paris, Texas, to amend Zoning Ordinance No. 1710, Section 21-106 to change the
fee for an Appeal to the Board of Adjustment from $50.00 to $100.00 in order to be
consistent with the City's most recent fee update.
19, Discuss, conduct a public hearing and act on an Ordinance regarding the petition of the
City of Paris, Texas to amend Zoning Ordinance No. 1710, Section 16-102 to expand the
time allowed for an appeal to be made by the Board of Adjustment regarding the decision
of a city official from ten (10) days to twenty (20) days in order to be consistent with
recent changes in state law.
20. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of the
City of Paris, Texas to amend Zoning Ordinance No. 1710 by deleting Section 12-
100(33), specific use permits for mobile homes in various zoning districts, because it
conflicts with Chapter 4, Article 4.08, Manufactured Homes, Mobile Homes and Special
Vehicles.
21. Discuss and act on a Resolution of the City of Paris, Texas Finding that Oncor Electric
Delivery Company LLC'S Application for Approval to Amend its Distribution Cost
Recovery Factor to Increase Distribution Rates within the City should be Denied;
Authorizing Participation with OCSC; Authorizing the Hiring of Legal Counsel and
Consulting Services; Finding that the City's Reasonable Rate Case Expenses shall be
reimbursed by the Company; Finding that the meeting at which this Resolution is passed
is open to the Public as required by law; requiring Notice of this Resolution to the
Company and legal counsel.
22. Discuss and consider a petition for disannexation of a 31.774 acre tract within the city
limits of the City of Paris, said tract located at 660 and 680 CR 32900 (LOAD parcels
50055 and 50056) and act on a Resolution either instituting disannexation proceedings or
denying the petition.
23. Convene into executive session pursuant to:
A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate
regarding commercial or financial information that the governmental body has
received from a business prospect that the governmental body seeks to have
locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development
negotiations; or (2) to deliberate the offer of a financial or other incentive to a
business prospect described by Subdivision (1), as follows:
• First National Bank Building and associated properties
• Downtown Development.
• Project Highway
• Project Fast Track
B. Section 551.072 of the Texas Government Code, to deliberate the purchase,
exchange, lease or value of real property if deliberation in an open meeting
would have a detrimental effect on the position of the governmental body in
negotiations with a third person.
24. Reconvene into open session and possibly take action on those matters discussed in
Executive Session.
25. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
26. Adjournment.
