Present: Chris Dux, Chairman Laura Caffey, Vice Chair Linda Vandiver, Secretary Matthew Coyle Jennifer Long Glee Emmite Cheri Bedford, HPO Linda Knox, Council Liaison 1. Chairman Dux called the meeting to order at 4:00 p.m. Absent: Ryan Matthews Guests: David Cook Kari and Josiah Daniel Shelby Gilliam 2. The April 14, 2021 minutes were approved by acclamation. 3. Discussion and Possible Action of the following Certificates of Appropriateness a. 10 1" ST NE -101 Lamar Ave; Mr Cook was present to represent the Certificate of Appropriateness. He is replacing missing or damaged pieces of his front facade with in kind materials, and repointing the brick to prevent water damage. He is also doing some touch up painting. A motion was made by Commissioner Emmite and seconded by Commissioner Caffey to grant a certificate of appropriateness for repair. Motion carried. b. 27 Clarksville St: Ms. Gilliam presented the application. The project consists of removal of the diamond shaped doorway on the front fagade, placing film on the transom windows to create a uniform shape and reopening up a rear entrance. The commission discussed the placement of the entry doors and ADA accessibility, symmetry with the property and cost effectiveness. The transom windows to the far left were discussed, and the owners plan on making external mulls to create a uniform look. The clear glass will be covered with a film. A motion by Commissioner Long was made to grant a Certificate of Appropriateness for the removal of the diamond aluminum entrance and replace them with the fiberglass double doors, with the condition the property owner would research a carpenter who could make wood doors that match the height of the kick plate on the doors with the bulkhead of the storefront. If economically feasible would utilize the new wooden doors, and add mullions to the left side windows to match the profile of the rest of the transom windows, seconded by Commissioner Coyle, motion carried. c. 111 Lamar Ave.: Josiah Daniel represented the Certificate of Appropriateness. The applicant built a counter top bar for outdoor seating. Initially the bar was added to the support columns that it read in a way it could be considered part of the facade, in which case the bar would not meet the design standards. Advice was sought from the Texas Historic Commission for guidance to meet the desire of the property owner for a outdoor seating counter. Recommendations were made to make a cut a reveal in the front of the bar closest to the support walls to give the look that this is actually an addition of furniture. Commissioner Coyle made a motion to grant a Certificate of Appropriateness for the outdoor seating bar with 2 — 4 inch reveals cut in the front portion where it attaches to the support columns. The motion was seconded by Commissioner Long. Motion carried. 4. Discussion and Possible action on the following fagade grant: A. 27 Clarksville, Commissioner Caffey made a motion to award a $2500 fagade grant upon completion of the scope of work described in the Certificate of Appropriateness application. Commissioner Coyle seconded, motion carried. B. 10 1St ST. NE -101 Lamar Ave, Commissioner Caffey motion was made to award the $2500 fagade grant upon completion of the scope of work described in the Certificate of Appropriateness application. Commissioner Long seconded, motion carried. 5. The Commission reviewed the photos of the property and house constructed at 1110 Church Street and agreed that it was in line with the Certificate of Appropriateness #COA-20-1065. Commissioner Coyle made the motion to approve the $1000 facade grant disbursement for the completion of the new construction of a residential structure in the historic district. The motion was seconded by Commissioner Emmite, motion carried. 6. The Commission verified the construction of the residence at 1110 Church Street was in line with the Certificate of Appropriateness. Commissioner Coyle made the motion to approve the verification of construction for the Tax Exemption for the compatible new construction according to the Certificate of Appropriateness #COA-20-1065, seconded by Commissioner Vandiver. Motion carried. T The commission reviewed the following structures. A motion was made by Commissioner Coyle the following properties are not able to be rehabilitated or eligible for any historic landmark status. A. 827 W Houston B. 654 SE 9th C. 137 SE 16th D. 127 SE 16th E. 2211 E Polk 8. Cheri Bedford reviewed the Certificates of Appropriateness approved in house. She also gave a small description of up and coming events. Window workshop on May 15, Tree Pruning Class on May 22, and Imagine the Possibilities on June 19. A beautification committee is being put together to assist with downtown street scape.
