Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, June 28, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. Due to the Cok7D outbreak, facemasks
are required for those in attendance of the meeting in the City Council Chamber. Due to the
pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at st The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Recognition of Yulanda Robins Reeves for her outstanding organization of the
Juneteenth Parade.
C. Recognition of Don Yarbrough and the Weald Workers of Lamar County for their
countless volunteer hours in helping to make Paris beautiful.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of June 14, 2021.
6. Receive reports and/or minutes from the following boards and commissions:

14. Approve the bid from Ron Doe Homes for the construction of single-family homes under
the TDHCA HOME Program grant, authorize the City Manager to negotiate and execute
all necessary documents.
15. Approve a Resolution authorizing the Application of the Grant to the Motor Vehicle
Crime Prevention Authority for continuation of, the Northeast Texas Auto Theft Task
Force; and authorizing the City Manager to execute all necessary documents.
16. Discuss, conduct a public hearing and act on an Ordinance considering the petition of the
City of Paris, Texas for a map amendment from a Central Area District (CA) to a
Commercial District (C) between Pine Bluff, Graham, NW 3rd and NE 3rd Street.

18. Discuss and act on a Resolution confirming the City Manager's appointment of Timothy
DeGhelder as 'aPublic Library Director, pursuant to Section 23 of the Paris City
Charter.

24. Discuss and act on Paris Economic Development Corporation's budget for FY 2021-
2022.
25. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
