Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, July 12, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at9_ff�u�..:_(� ��,-����fi..ueoll�f:i; The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Goverment Code regarding any item on this agenda.
B. Recognition of Don Yarbrough and the Weald Workers of Lamar County for their
countless volunteer hours in helping to make Paris beautiful. (A motion to remove this item
from the table is required before deliberating)
C. Presentation of Mayor's Yard of the Month Awards
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of June 28, 2021.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Visitors & Convention Council Board of Directors (5-17-2021)
b. Paris Public Library Advisory Board (6-30-2021)
c. Planning & Zoning Commission (6-7-2021)
Regular Agenda
7. Receive presentation regarding the Charter Review Process, discuss and act on an
agreement with Don Edmonds as the Consultant for the Charter Review Project; and
authorize the City Manager to sign the agreement.
8. Discuss and consider a proposal from Dr. Richard Lewis, Jr. to serve as a City
Council/Senior Staff Retreat Facilitator.
9. Discuss and act on Amendment Number One to the Professional Services Contract with
WRA Architects, Inc. for Phase II Services for the Love Civic Center Restoration Project.
10. Discuss expanding PACE (Property Assessed Clean Energy) Act program to projects
throughout the City.
11. Discuss and act on Termination of Agreement for Airport Management; Termination and
Buyout of Fixed Base Operator Management Lease Agreement; and approve Bill of Sale
in the total amount of $89,000.00.
12. Receive report of results from the Committee for employee evaluations, the dates and
processes.
13. Discuss and provide direction to staff with regard to amending the smoking regulations
(Ordinance Nos. 2017-003 & 2020-029) and consider building into the ordinance an
application process for waiver.
14. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
15. Adjournment.
