CONSULTANT PROPOSAL

BACKGROUND:
At the June 28, 2021 City Council Meeting, Mayor Portugal proposed that the City pursue seeking
out a qualified consultant to serve as a facilitator for a City Council / Senior Staff Retreat, to take
place in October. Council Member Pilgrim asked that, due to the timing needed to plan for such
an event, a proposal be brought back to the July 12a' City Council Meeting.
STATUS OF ISSUE:
Mayor Portugal, working with City Staff, would like to propose Dr. Richard Lewis Jr. as a qualified
and experienced facilitator for the City Council / Executive Staff Teambuilding Retreats. These
retreats would take place October 8t' for Staff and 9t' for the City Council. Dr. Lewis' proposal is
attached to this agenda memo. A short biography as well as Curriculum Vita are attached. He is
recently retired from the University of Texas at San Antonio, currently the President and Principal
Consultant for Round Top Consulting Associates. Mayor Portugal has worked with Dr. Lewis in
the past and highly recommends him for this project.
BUDGET:
For his services, Dr. Lewis has proposed a $3,000.00 fee plus traveling.
OPTIONS:
Proceed with Dr. Richard Lewis Jr. as the facilitator for the City Council / Senior Staff
Council Retreats in October 2021 as proposed and authorize the City Manager to sign and
begin making arrangements.
2. Request that a different facilitator be identified and brought before the City Council for
consideration.
RECOMMENDATION:
1. Proceed with Dr. Richard Lewis Jr. as the facilitator for the City Council / Senior Staff
Council Retreats in October 2021 as proposed and authorize the City Manager to sign and

DR. RICHARD LEWIS, JR.
Dr. Richard Lewis, Jr., Ph.D. is President and Principal Consultant of Round Top Consulting
Associates, a firm he founded in 1990, which provides social science and seminar facilitation. He is
Professor Emeritus at the University of Texas at San Antonio. His academic specialties include the areas
of diversity management, strategic planning, public administration, and social science research. He has
numerous publications to his credit that deal with the issues of social change and inequality. He authored
along with Dr. George Yancey, Interracial Families: Current Concepts and Controversies, published in 2009 by
Routledge Press.
Dr. Lewis is involved in a variety of civic activities. His was a board member on the Green Spaces
Alliance of South Texas He is a former board member on the United Way Board of Directors and the Live
Oak Economic Development Corporation. In addition, he has served on the VIA Metropolitan Transit
Authority Board of Trustees and the Bexar County Housing Authority.
Dr. Lewis received his undergraduate degree from Texas Tech University. He received his master's
and doctoral degrees in Sociology from Texas A&M University.

City Council and Senior Staff Teambuilding Sessions
Facilitation Proposal
A. Purpose. The City of Paris will conduct two teambuilding sessions, one for the City Council
and the other for senior staff members. These sessions will clarify teamwork within and between
these two groups, create a city vision statement as well as review the current mission statement,
and identify an initial set of strategic initiatives. As a result, working relationships will be
enhanced across both groupings.
B. Facilitation Components. Teambuilding is the "heart" of improving teamwork within any
organization. These teambuilding sessions will consist of the following components.
1. A four-hour (half-day) teambuilding session for selected senior staff members will be
facilitated by the consultant. This session will include the following: elements of effective
teamwork, strengths and weaknesses of current teamwork, enhancing teamwork between the
senior staff and the City Council, creation of a vision statement, review the current mission
statement, and the identification of strategic initiatives.
2. A four-hour (half-day) teambuilding session for the City Council will be conducted by the
consultant. This session will be comprised of the following: elements of effective teamwork,
strengths and weaknesses of current teamwork, enhancing teamwork between the City Council
and senior staff, creation of a vision statement, review of the current mission statement, and the
identification of strategic initiatives.
3. A comprehensive report will be developed for both teambuilding sessions along with
consultant recommendations.
C. Proposed Dates. The senior staff session will be held on Friday, October 8, 2021. The City
Council session will be held on Saturday, October 9, 2021.
D. Consultant Fee. The estimated fee associated with facilitating the teambuilding sessions is
$3,000.00 plus travel expenses.
