BACKGROUND:
At the February 8, 2021 City Council meeting, the City Council awarded a Professional Services
Contract to WRA Architects, Inc. to perform Phase I services for the Love Civic Center
Restoration Project. This project consisted of analyzing the original WRA Assessment from 2017,
speaking with City and Chamber of Commerce Staff, analyzing the building, and developing new
cost estimates to assist us with narrowing down our focus for future work given our finite set of
available funding from the original bond.
STATUS OF ISSUE:
Working with City and Chamber Staff, WRA has completed Phase I and produced the attached
Stakeholder Study Booklet complete with background information, statistical information,
situational assessment, but most importantly a series of cost estimates for each of the known
projects that we wish to pursue with restoring the Love Civic Center. There is more work than we
can afford, particularly with HVAC, but using their analysis, we have been able to narrow the
focus down to the following priorities (in no particular order): restroom renovations, roof repairs,
lighting upgrades, flooring finish upgrades, ceiling tile replacement, security upgrades, fire alarm
upgrades, door and window upgrades, ADA accessibility upgrades and painting. Specific work
will still need to be identified within each of these categories, but using the cost estimates provided
by WRA Architects, we wish to engage them now with designing and bidding phases.
To accomplish this, an Amendment to the Professional Services Contract has been prepared and
is ready for your approval tonight. If approved, we expect to have this project ready for contractor
bidding by Spring 2022 and final work done in Fall 2022. City Staff will perform day-to-day
oversight as the list of projects are not complex enough to warrant an Architect representative
onsite for inspection and observance. We are also looking to work with WRA Architects, Inc. to
assist us with hiring a Contractor -at -Risk. This would be a general contractor hired up front before
the work is designed who the Architect and City can consult with. When you design and construct
a building from the ground -up (brand new), it is relatively straight forward as you do not have any
existing conditions to worry about. But when it comes to a restoration, it is advantageous to work
with a contractor up front to help us walk through potential issues during design to help avoid
numerous change orders due to unforeseen issues during the project (without knowing what is
behind the walls, even the best plans could be wrong, so an experienced contractor can help us
avoid these issues). This Contractor -at -Risk would then be tasked with obtaining their own sub-
contractors pursuant to Texas Procurement Requirements for Contractor -at -Risk.
BUDGET:
For their services, WRA Architects will charge a not -to -exceed 8.5% of an estimated $1.1 million
construction project. If the project comes in less than $1.1 million, then their fee will be less. This
is a typical arrangement with an Architectural firm.
OPTIONS:
1. Approve the Amendment #1 to the Professional Services Contract with WRA Architects,
Inc. for Phase II services for the Love Civic Center and authorize the City Manager to sign.
2. Request more information to be brought back at a future City Council meeting.
3. Reject the Amendment #1 and advise City Staff as to next steps.
RECOMMENDATION:
1. Approve the Amendment #1 to the Professional Services Contract with WRA Architects,
Inc. for Phase II services for the Love Civic Center and authorize the City Manager to sign.

Love Civic Center
Mr. Path,
Thank you for the opportunity to collaborately partner with the city of Paris in your efforts to effectively
plan for meeting current and future municipality facility needs. In close collaboration with the city
stakeholders, WRA Architects and Caffey Architecture was tasked to evaluate the current state of the Love
Civic Center.
The current phase is the first step in the renovation process which recognizes the building's deficiencies as
well as the needs of the community. The next phase of the project will be to narrow down the scope and
select which renovations are desired in order to stay within the allowable budget.
Currently, the City of Paris, TX Love Civic Center is below building code standards and is due for an
upgrade to building systems and architectural renovations. The scope of the project was determined
based on code requirements, accessibility needs, as well as aesthetic upgrades. After meeting with city
representatives, the main areas of focus are restroom upgrades, flooring upgrades, painting, roof repairs,
and building security.
The following pages in this document give a more detailed look into our findings as well as a cost estimate
for the work.

Love Civic Center
The Love Civic Center is a landmark building for the City of Paris and sits on 15.25 acres with 570 parking
spaces. The building is in use throughout the year for a variety of events including gun shows, home shows,
vaccine distribution, weddings, and performing arts as an example. The original building was designed by
Denney Architects and built in 1993. The structure consists of 29,000 SF and, for it's age, is in good condition.
There are deficiencies related to the age and constant use of the building that are in need of repair.
The site surroundings are in usable condition with some exceptions including settlement cracks in sidewalks,
creating a trip hazard per ADA accessibility. The site drainage is in fair condition, given that is sheet flows into
the draignage swale at the west end of the site.
The design team understands that the existing structure is in constant use by the community and there are
patrons who visit the building as well as the neighboring veterans memorial site on a regular basis. The
community welcomes the collaboration between the two sites, however there are security concerns of access to
the entire civic center. The staff works deligently to supervise any visitors and ensure the facility remains safe.

§ Professional Services Contract
COUNTY OF LAMAR § Amendment #1
THIS AMENDMENT to the PROFESSIONAL SERVICES CONTRACT is entered into on this
12th day of July, 2021, by and between the CITY OF PARIS, TEXAS, a municipal corporation located
in Lamar County, Texas, (hereinafter referred to as "CITY"), acting by and through its City Manager or
his designee, and WRA Architects, Inc. ("hereinafter referred to as "CONSULTANT") whose address is
12377 Merit Drive, Suite 1800, Dallas, Texas 75251.
WITNESSETH:
WHEREAS, CITY desires to obtain architectural services from CONSULTANT related to the Love
Civic Center Restoration Project; and
WHEREAS, CONSULTANT is an architectural firm qualified to provide such services and is willing
to undertake the performance of such services for CITY in exchange for fees hereinafter
specified; and
WHEREAS, CITY and CONSULTANT entered in to a Professional Services Contract on the 811 day
of February, 2021, for Phase I services for the Love Civic Center Project; and
WHEREAS, CONSULTANT has satisfactorily completed Phase I services; and
WHEREAS, CITY desires to proceed with Phase II services from CONSULTANT for the Love Civic
Center;
NOW, THEREFORE,
THAT IN CONSIDERATION of the covenants and agreements hereinafter contained and subject
to the terms and conditions hereinafter stated, the parties hereto do mutually agree as follows:
I.
Professional Services Contract
The terms and conditions as provided in the Professional Services Contract remain in full force
and effect, except as amended in this Amendment #1.
II.
Scone of Services
CONSULTANT shall perform such services related to the Love Civic Center Restoration Project
specifically including, but not necessarily limited to, the tasks enumerated more fully in Attachment "A"
hereto entitled "Scope of Work" (hereafter referred to as the "Project"). Services not set forth in
Attachment A shall be additional services and should CONSULTANT perform such additional services
as permitted in the Professional Services Contract shall entitle CONSULTANT to payment of additional
compensation. Attachment "A" is hereby incorporated herein by reference and made a part hereof as if
written word for word. However, in case of conflict in the language of Attachment "A" and the
Professional Services Contract, the terms and conditions of the Professional Services Contract shall be
final and binding upon both parties hereto.
III.
Payment for Services
Total payment for services described herein shall be a sum not to exceed eight and half percent
(8.5%) of actual construction costs estimated at $1.1 million. All other terms and conditions of Section
III of the Professional Services Contract remain in full force and effect.
IV.
Term and Time of Performance
This Amendment #1 shall begin on the date first written above, and shall terminate when CITY
has approved the Project as being final or otherwise terminates this Contract as provided herein.
The CONSULTANT shall commence services upon execution of this Amendment #1. Unless
terminated, or unless the Scope of Services and Time of Performance are changed in accordance with
Article XV of the Professional Services Contract, the CONSULTANT shall complete the Scope of
Services provided under Article II by September 30, 2022. All other terms and conditions of Section V
of the Professional Services Contract remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto have set their hands by their representatives duly
authorized on the day and year first written above.
