1987-032-RES WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 85-087, award the

WHEREAS, the City Council of the City of Paris did
heretofore, in Resolution No. 85-087, award the contract for
the construction of a Wastewater Pumping Station to
Johansson Construction Co., Inc.; and,
WHEREAS, Ron Pedersen, Staff Engineer, recommends the
amendment of said contract by Change Order No. 2 attached
hereto as Exhibit "A", which provides for the deletion of
the lower gravel parking area and the gravel driveway
leading to it, raising the meter vault wall 3'0" to top
elevation of 473.00., rewriting the controller program and
entering into the Yokogawa Model SLPC programable controller
and test running and tuning the system to assure program
validity, which results in a reduction in contract price of
$1,111.00 to a total of $545,230.00 and an increase in
contract time by 61 calendar days; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, That the contract for construction of Wastewater
Pumping Station is hereby amended by Change Order No. 2
attached hereto as Exhibit "A" and the Mayor of the City of
Paris, Billy Joe Burnett, is hereby authorized and directed,
on behalf of the City of Paris, to execute said Change
Order.

Justification:
1. Parking area and drive is unnecessary and subjected to frequent flooding.
2. Meter vault has open top and without raisin(J will Be suBjected to frequent flooding.
3. Characterizing the controller's function generator to correctly control the ball valve
is impossible without more than one flow input. The signal to the basin drain valve
from split-ranging the P.I.D.output allows flow to be completely controlled. Additional
program steps to preset P. 1. D. output al so elimlnates the "timed output" system to
avoid excessive pump cycling.
