SUBJECT: Public hearing to consider and take action regarding the petition of Clint &
Crista Lumpkin on behalf of Mac & Tewabech Mekonnen for a Specific Use
Permit (SUP) for Commercial Amusements (Indoor) in the General Retail
District (GR), City of Paris, Block 219, Lots 3-4-5, located at 1800 Lamar Ave
Suite 160- LCAD 17378.

BACKGROUND
At its meeting held on July 6, 2021 the Planning & Zoning Commission unanimously
recommended approval of this application subject to the following condition:
1. The tenant finish out plans shall comply with the requirements of the 2015 IBC with local
amendments and its associated references for special amusement. Must also be approved by
the City of Paris Building Official & Fire Marshal prior to issuance of a certificate of
occupancy.
The applicant was unable to comply with this condition due to improvements that would be
required for the existing shopping center that are not cost effective for the new tenant nor landlord
to make. The applicant worked with staff and has since found another location for the escape room
business in another shopping center on East Clarksville. As a result, the applicant has submitted
the attached request for withdraw.
RECOMMENDATION
Staff recommends acceptance for withdraw of the above referenced SUP application.
