1. Chair Dux called the meeting to order at 4:05 p.m.
2. The Commission distributed the $2500 fagade grant to Ronda Newberry, officer manager of
Spencer orthodontics for completion of the rehabilitation of 1341St SW in accordance with
the Certificate of Appropriateness. A photo was taken with the commission and the property
representative.
3. Introductions were put on hold for the next meeting when the new board members could
attend.
4. The meeting minutes of June 9, 2021 were approved by acclamation
5. The following certificates of appropriateness were granted:
a. 18 W. Plaza, Mr Faber was unable to attend the meeting due to illness so HPO did a brief
overview of the project. Mrs. Faber had been in contact with her and had provided the
specs on the doors that the applicant wanted to use to replace the existing doors. The
existing doors and frame are not secure. The new doors will match the pre -approved
doors on the Bonham Street facing fagade of this property. A motion was made by
Commissioner Vandiver to approve only the doors as presented in the COA and
accompanying drawings, seconded by Commissioner Caffey, Motion carried.
b. 333 Bonham- Ms. Shelby Gilliam presented the Certificate of Appropriateness
application. The building was recently purchased for private vehicle parking. The owners
presented some interior photos of the property noting what was existing but covered up
from the exterior. The plans for the property are to restore the transom windows, and
following the existing store front design and taking clues from historic photos, make
some exterior rehabilitation of the property. The configuration of the front three
storefront openings will be as presented: left bay: display window, entry display window,
three display windows of equal size in the middle bay, and a display window entry and
garage door on the right side. The middle and left bays will retain the transoms. The
commission asked if they owners would consider the garage door lights be more in line
with the height of the transom windows. The applicant said they would see what they
could come up with. Ms. Gilliam gave a list of materials to be wood for windows,
fiberglass for doors and metal for the overhead door. A motion was made by
Commissioner Matthews to approve the Certificate of Appropriateness as presented,
seconded by Commissioner Caffey, Motion carried.
6. A motion to approve a fagade grant in the amount of $2500 for the rehabilitation of 333
Bonham was made by Commissioner Emmite, seconded by Commissioner Vandiver, motion
carried.
7. The commission reviewed the tax exemption agreement for the rehabilitation of the historic
structure and determined the property located at 333 Bonham was in need of rehabilitation. A
motion was made to approve the tax exemption by Commissioner Matthews, seconded by
Commissioner Vandiver, Motion carried.
S. Ms. Bedford will reach out to Mr. & Mrs. Faber and set up a time to distribute the fagade
grant for the completion of 123 Bonham in accordance with the Certificate of
Appropriateness. A motion was made to approve the fagade grant for 123 Bonham by
Commissioner Matthews, seconded by Commissioner Caffey, motion carried.
Ms. Bedford gave updates on:
a. Minor Certificate of Appropriateness
b. Imagine the Possibilities & City Hall tours.
c. Pine Bluff and Fitzhugh Survey
d. A committee should be formed to begin to amend the Commercial National Register District
in accordance with the 2020 Survey findings.
9. The following officers were elected by acclamation

10. Commissioner Emmite requested the building maintenance booklet will be added to the
agenda for -review
Hearing no other items, the Chairman adjourned the meeting at 4: 45 p.m.
