Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, August 23, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing atThe matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Proclamation Declaring 9/11 as a Day of Prayer and Remembrance.
B. Proclamation Raising Awareness of Pitt -Hopkins Syndrome.
C. Proclamation Recognizing Lee Ann Hampton as Pharmacist of the Year.
D. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings of July 26, 2021, August 9, 2021 and August 12,
2021.
6. Receive reports and/or minutes from the following boards and commissions:
a. Main Street Advisory Board (7-13-2021)
b. Historic Preservation Commission (7-26-2021)
c. Paris Public Library Advisory Board (7-21-2021)
7. Receive July monthly financial report.
8. Receive July drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve a Professional Services Agreement between the City of Paris, Texas and the
Texas Property Assessed Clean Energy Authority, and authorize the City Manager to
execute same.
11. Approve a Resolution approving and authorizing an Interlocal Agreement for E94-1
Service and PSAP Equipment between the City of Paris and Ark -Tex Council of
Governments.
12. Approve the Final Plat of Lot 1, Block A of the Striker Addition CB 296, LCAD Property
ID 18566, located at 3415 Lamar Ave.
13. Approve the Final Plat of Lots 1-12, Block 188 of the J.C. Miles Subdivision, LCAD
Property ID 17005, located at 1415 S.E. 6a' Street.
14. Approve a Resolution forgiving certain civil penalties in the amount of $33,390.00, plus
interest on the property located at 347 Bonham Street, City Block 120 Lot 3.
Regular Agenda
15. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of the
City of Paris to adopt an Ordinance amending Chapter 5, Article 5.07 Division 4 Mobile
Food Units and Food Truck Parks. (A motion to remove this item from the table is
required before deliberating.)
16. Discuss, conduct a public hearing, and act an Ordinance considering the petition of Cal
Reep for a change in zoning from One -Family Dwelling District No. 2 (SF -2) to a Multi -
Family Dwelling District No. 1 (MF -1), in the Highland Park Addition, Block 4, Lot 7A
& all of 8, located at 2023 Culberston St.
17. Discuss, conduct a public hearing, and act on the petition of the City of Paris to adopt an
ordinance amending the zoning map for the Brownwood Addition from a Multi -Family
Dwelling District No. 1 (MF -1) to a One -Family Dwelling District No. 2 (SF -2).
18. Discuss and appoint members to the Charter Review Commission.
19. Discuss and re -affirm that the City Council of the City of Paris will follow State Laws,
and not mandate masking and vaccinations related to the CoVid-19.
20. Discuss and act on the fiscal year 2021-22 Annual Program of Work and Budgets for
Love Civic Center and the Visitors & Convention Council.
21. Discuss and provide direction on any necessary edits to the proposed budget for fiscal
year 2021-2022.
22. Discuss and act on a Resolution calling a public hearing on the proposed budget for fiscal
year 2021-2022.
23. Discuss and act on a Resolution calling a public hearing on the proposed tax rate for the
fiscal year 2021-2022.
24. Discuss and act in support of the proposed tax rate prior to public hearing on same.
25. Receive an update on Package 4 of the 2013 Bond Fund Water & Sanitary Sewer
Replacement Project.
26. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
(1) pending or contemplated litigation and/or (2) on matters in which the duty of an
attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas clearly conflict with this chapter, to -wit: Package 4 of the 2013 Bond
Fund Water & Sanitary Sewer Replacement Project.
27. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
28. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
29. Adjournment.
