BACKGROUND
At its meeting held on August 2, 2021 the Planning & Zoning Commission unanimously approved
the revised preliminary plat and recommended approval of the final plat for the new duplexes being
constructed on Sycamore St.
Russ Davis requested approval of a revised preliminary and a Final Plat to facilitate the lot
divisions and sale of the lots on Sycamore Street and the construction of a new residence replacing
the home at 1415 6th Street. The preliminary plat for the project was approved by the Planning
Commission on May 3, 2021 with the following 5 conditions:
1. The cul-de-sac pavement width shall show a minimum 100 ft. diameter at the ROW line.
2. The fire hydrant shall be relocated to the immediately east beginning point of the cul-de-sac.
3. The applicant shall provide engineering plans for the water, sanitary sewer, and roadway
improvements for Bella Vista Drive for approval by the City Engineer prior to submission
of the final plat and before approval of a construction permit.
4. The applicant shall provide for an overall grading and drainage plan to be reviewed and
approved by the City Engineer prior to submission of a final plat and before approval of a
construction permit.
5. Applicant shall show 10 ft. franchise utility easement along all street frontages as requested
by ONCOR.
The developer has been unable to complete engineering plans for the public improvements and
drainage associated with the proposed new cul-de-sac street. Therefore, the revised final plat
shows this area as an "Outlot" in the development; meaning that a new final plat will have to be
processed as a second addition before any construction can be permitted along 8th Street. This
engineering will be worked on following approval of this first phase of the plat and a drainage

plan before building permits can be issued for lots 1-11 along the North side of Sycamore and on
6t" Street in order to address drainage issues in this location. The developer is also planning to
reconstruct Sycamore Street once the water & sewer service lines are extended to the 10 new lots
on the North side of the street. Imposing these engineering requirements prior to the 2nd phase
and building permits to determine finished floor elevations prior to issuance of building permits
will provide the City with sufficient assurance that conformity with required infrastructure
improvement standards will be met. A proper drainage plan will also need to be separately
approved before any further home construction in the plat occurs so as to avoid drainage issues
for these homes.
ANALYSIS
The subject property is zoned Two Family Dwelling District (2F) and contains 5.1 acres. The
developer/builder proposes to build duplexes which is a permitted use in the 2F District. All
minimum lot size requirements are met.
RECOMMENDATION
Staff and the Planning & Zoning Commission recommends approval of the revised final plat,
subject to the following conditions:
1. The applicant shall provide engineering plans for the water, sanitary sewer, and roadway
improvements for the future Bella Vista Drive Cul -de -Sac for approval by the City
Engineer prior to submission of the final plat and before approval of a construction permit.
2. A grading and drainage plan for the entire plat, including finished floor elevations for lots
1-11, shall be approved by the City Engineer prior to issuance of any building permits.
