23 - Public Hearing on Proposed 2021-22 Tax RateItem No. 23 TO: Mayor, Mayor Pro -Tem & City Council Mr. Grayson Path, City Manager FROM: Gene Anderson, Finance Director SUBJECT: PUBLIC HEARING ON PROPOSED 2021-22 TAX RATE DATE: August 23, 2021 BACKGROUND: A public hearing on the proposed City tax rate is required by Chapter 26 of the Texas Tax Code. The proposed tax rate was discussed by the Council during its August 9th meeting. STATUS OF ISSUE: The City Council needs to adopt a resolution calling for a public hearing on the 2021-22 proposed City tax rate on September 13, 2021. A legal notice of the public hearing will be published in the Paris News announcing the hearing. A copy of the proposed property tax rate can be found on the City website. BUDGET: N/A RECOMMENDATION: Motion to approve the resolution calling for a public hearing on the proposed 2021-22 City tax rate. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE CITY'S PROPOSED PROPERTY TAX RATE FOR FISCAL YEAR 2021-2022; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on August 9, 2021, the City Manager of the City of Paris presented his proposed budget for Fiscal Year 2021-2022 which would decrease the current tax rate of .48078 to .45373 per $100 of value to fund a balanced budget as required by Section 59 of the Charter of the City of Paris; and, WHEREAS, in accordance with Chapter 26 of the Texas Tax Code, a public hearing must be held at which the City Council must afford adequate opportunity for proponents and opponents of the proposed tax rate to present their views; and, WHEREAS, the public hearing on the proposed tax rate shall be at 5:30 p.m. on September 13, 2021, in the City Council Chamber, 107 E. Kaufman Street, Paris, Texas; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That a public hearing be, and the same is hereby, called for September 13, 2021, at 5:30 p.m., in the City Council Chamber, 107 E. Kaufman Street, Paris, Texas, for the purpose of hearing the views of proponents and opponents to the City's proposed tax rate for Fiscal Year 2021-2022. Section 3. That the City Clerk of the City of Paris shall publish notice of said public hearings substantially in accordance with the Notice of 2021 Tax Year Proposed Property Tax Rate attached hereto and incorporated herein as Exhibit "A", in the Paris News on or before the 2nd day of September, 2021, setting forth the date, time and place of said public hearings. PROPOSED TAX RATE 0.45373 per $100 NO -NEW -REVENUE TAX RATE 0.43542 per $100 VOTER -APPROVAL TAX RATE L 0.45373 per $100 The no -new -revenue tax rate is the tax rate for the 2021 tax year that will raise the same amount of property tax revenue for City of Paris from the same properties in both the 2020 tax year and the 2021 tax year. The voter -approval rate is the highest tax rate that City of Paris may adopt without holding an election to seek voter approval of the rate. The proposed tax rate is greater than the no -new -revenue tax rate. This means that City of Paris is proposing to increase property taxes for the 2021 tax year. A PUBLIC HEARING ON THE PROPOSED TAX RATE WILL BE HELD ON September 13, 2021 5:30 P.M. at City Council Chambers,107 E. Kaufman Street, Paris, Texas. The proposed tax rate is not greater than the voter -approval tax rate. As a result, City of Paris is not required to hold an election at which voters may accept or reject the proposed tax rate. However, you may express your support for or opposition to the proposed tax rate by contacting the members of the City Council of City of Paris at their offices or by attending the public hearing mentioned above.
