The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
September 13, 2021, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor Pro -Tem: Reginald Hughes

Mayor Pro -Tem Hughes called the meeting to order at 5:30 p.m.
2. Invocation.
Finance Director Gene Anderson gave the invocation.
3. Pledge of Allegiance.
Council Member Knox led the pledge.

B. Presentation of Mayor's Yard of the Month Awards.
Mayor Pro -Tem Hughes asked City Council Members whose constituents were receiving
an award, to please join them down front.

Mayor Pro -Tem Hughes presented winners who were present with a Certificate of
Appreciati*on', as well as a gift card from a local business. He said staff would get the certificates
and gift cards to those were unable to attend the meeting.
Consent Agenda
Mayor Pro -Tem Hughes inquired of Council Members if they wished to pull any items
from the consent agenda for discussion. There being none,, a Motion to approve the consent
agenda was made by Council Member Savage and seconded by Council Member Pilgrim.
Motion carried, 4 ayes — 0 nays.
5. Approve minutes from the meetings of August 23, 2021 and August 25, 2021.

10. Approve RESOLUTION NO. 2021-030: A RESOLUTION OF THE CITY COiJNCIL
OF THE CITY OF PARIS, TEXAS, AUTHORIZING AND APPROVING A LEASE
AGREEMENT BETWEEN THE CITY OF PARIS AND ARCHERS FOR CHRIST
FOR THE USE OF CERTAIN PROPERTY AROUND LAKE CROOK; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
Regular Agenda
11. Conduct a public hearing on the City's proposed tax rate for 2021-2022.
City Manager Grayson Path explained this was required under the Texas Tax Code. He
reviewed the tax rate,, and said the notice was published in the Paris News and posted on the City
web site.
Mayor Pro -Tem Hughes opened the public hearing and asked for anyone wishing to
speak about this item to come forward. With no one speaking, Mayor Pro -Tem Hughes closed
the public hearing and said there was no action to be taken on this item.
12. Conduct a publIs
ic hearing on the City Manager's proposed budget for fiscal year 202 1-
2022.
Mr. Path said State Law and the Charter on the City's proposed budget required a public
hearing, and that the hearing was published and posted. He also said the proposed budget was
filed with the City Clerk on August 9, and at the August 23 City Council meeting, they called for
the public hearing. Mr. Path reviewed the proposed budget presentation given at a previous City
Council meeting.
Mayor Pro -Tem Hughes opened the public hearing and asked for anyone wishing to
speak about this item to come forward. With no one speaking, Mayor Pro -Tem Hughes closed
the public hearing and said there was no action to be taken on this item.
13. Discuss and act on ORDINANCE 2021-028: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, ADOPTING A BUDGET FOR THE
ENSUING FISCAL PERIOD BEGINNING OCTOBER 11, 2021, AND ENDING
SEPTEMBER 30,, 2022, IN ACCORDANCE WITH THE CHARTER OF THE CITY
OF PARIS; APPROPRIATING THE VARIOUS AMOUNTS THEREOF; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING
A REPEALER CLAUSE, A SEVERABILITY CLAUSE,, A SAVINGS CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
Finance Director Gene Anderson said the budget Ordinances summarized the revenues
and expenses for all budgeted City funds and departments. He also said the proposed budget was
reviewed by City Council and a public hearing was held in accordance with the requirements.
Mr. Anderson said the proposed budget awaits the City Council's formal adoption through this
Ordinance.

A Motion to approve the Ordinance adopting the budget was made by CoUncil Member
Knox and seconded by Council Member Savage. Motion carried, 4 ayes — 0 nays.
14,9 Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Sanitation Solutions.
Mayor Pro -Tem Hughes said items 14 through 18 required five votes for passage so they
would need to table the items.
A Motion to table items 14 through 18 was made by Council Member Pilgrim and
seconded by Council Member Savage. Motion carried, 4 ayes — 0 nays.
15. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Richard Mark Boswell, Jr. d/b/a Dumpster Drop,, LLC.
16. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Nelson and Tanna Stoll d/b/a Countryside Disposal, LLC.
17. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to JOTS Rentals, LLC.
18. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Raymond Tabor d/b/a Big R's Roll Off Service.
19. Discuss and act on renewing the Landfill Services Agreement with Waste Connections,,
Inc.
Mr. Path explained that the ten-year landfill services agreement expired in March 2021
and that neither City Staff nor Waste Connection, Inc. had this on their radar to prepare for. He
said he was informed after the fact, and that the City had been on a month-to-month extension
with Waste Connection. Mr. Path also said that Waste Connection had asked that the City make
a decision regarding a renewal by October 1, which was understandable. He said the City may
enter into a renewal contract with Waste Connections. City Attorney Stephanie Harris said that
solid waste services were an exception to Texas competitive bidding laws pursuant to Local
Government Code Section 252.022. Mr. Path said City Staff recommended renewing the
Landfill Agreement with Waste Connections, Inc.
Council Member Savage recommended the City move forward with renewing the
agreement with Waste Connections, as did Council Member Pilgrim. Mr. Path said staff would
work with Mr. Josh Bray and the City Attorney and bring a new agreement back to the City
Council,.
20.0 Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-08 1.

Mayor Pro -Tem Hughes reminded everyone of the special meeting scheduled for the
following evening at 5:30 p.m.
21. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Savage and was seconded by Council Member Pilgrim. Motion carried,, 4 ayes — 0 nays. The
