Traffic Commission
City of Paris
The Traffic Commission met on Tuesday June 01, 2021 at 5:15 P.M. in the
Municipal Courtroom with the following members present:

Absent: None
The city staff was represented by Asst. Chief Randy Tuttle. Mayor Paula Portugal
was present as council liaison.
John Eyler called the meeting to order at 5:15pm. A quorum was established with
seven members present.
Mr. Eyler then moved to item #2 regarding introduction of new Traffic
Commission member. Asst. Chief Tuttle introduced Lloyd Fry as new member
with his term expiring June 30, 2023.
Mr. Eyler then moved to item #3 regarding approval of minutes from December
01, 2020 meeting. Mr. Ellis made a motion to approve the minutes and it was
second by Mr. Moore. Motion passed 7-0.
Mr. Eyler then moved to item #4 regarding discussion and possible action
concerning installation of a stop sign at 32nd NE & Houston. Asst. Chief Tuttle
informed members that a previous request was considered by members in 2018
with no action taken. Tuttle stated another request by concerned residents had
been made to reconsider a stop sign at the intersection. Tuttle informed
members that no accidents had occurred at this location within the previous three
years but adding a stop sign would increase the safety of the intersection. After
discussion Mr. Clark made a motion to recommend City Council install a stop
sign at 32nd NE & Houston stopping traffic on 32nd NE. The motion was second
by Mr. Moore and motion carried 7-0.
Mr. Eyler then moved to item #5 regarding discussion and possible action
concerning the installation of a stop sign at 37th NE & Village Bend. Asst. Chief
Tuttle informed members that a request had been made to members to install a
stop sign at this intersection. Tuttle advised members that there had been no
accidents at this intersection within the past three years but adding a stop sign
would improve the safety of the intersection. After discussion Mr. Clark made a
motion to place a stop sign at 37th NE & Village Bend stopping west bound traffic
on Village Bend. Mr. Richards second the motion and it passed 7-0.
Mr. Eyler then moved to item #6 regarding any old business. There was none.
Mr. Eyler then moved to item #7 regarding request for future agenda items.
There were no future items but a request was made to get the high weeds in the
S curve on 36th NE cut and also to place traffic buttons into that curve to assist
traffic negotiating the curve. Tuttle said he would forward this to Public Works.
Mr. Ellis asked about the possibility conducting a traffic study to add a four way
stop to 4th SW & Washington. Tuttle stated the traffic study would have to be
done by the City Engineer when one was hired. Mr. Darst asked if any more had
been done in regards to placing a divided medium on Lamar. Tuttle informed
members that this was still under study by TXDOT.
At 5:27pm Mr. Darst made a motion to adjourn the meeting. A second was made
by Mr. Moore and motion carried 7-0.
