Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, October 11, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at https://paristexas.gov/public. The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Presentation of Mayor's Yard of the Month Awards.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of September 27, 2021.
6. Receive reports and/or minutes from*the following boards and commissions:
a. Paris Public Library Advisory Board (9-15-2021)
b. Charter Review Committee (9-20-2021)
c. Board of Adjustment (9-7-2021)
d. Traffic Commission (6-1-2021)
Regular Agenda
7. Receive a presentation from Garver regarding the Wastewater Treatment Plant Project.
8. Discuss and approve a Resolution confirming the appointment of John Paul Strahan as
the Airport Manager/Fixed Based Operator as recommended by the City Manager
pursuant to Section 10.04.002 of the City of Paris Municipal Code.
9. Discuss and act on meeting dates for November and December.
10. Discuss and act on an Ordinance extending the Mayor's Declaration of Local Disaster for
Public Health Emergency and Order dated March 19, 2020, as extended by Resolution
No. 2020-011 and Ordinance No. 2021-023 for an additional ninety (90) days.
11. Convene into Executive Session pursuant to:
A. Section 551.072 of the Texas Government Code, to deliberate the purchase,
exchange, lease, or value of real property if deliberation in an open meeting
would have a detrimental effect on the position of the governmental body in
negotiations with a third person.
B. Section 551.074 of the Texas Government Code, (1) to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee, as follows: annual evaluation of the
city attorney.
12. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
13. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
14. Adjournment.
