RESOLUTION NO. 87-126
WHEREAS, the City of Paris has made application to
National Trust for Historic Preservation for a grant from
the Meadows Preservation Planning Grant Fund in the amount
of $1,000 to be used for preparation of a feasibility study
for preservation and reuse of the Baldwin House, 714 Graham
Street, Paris, Texas; and,
WHEREAS, Sue H. Smith, Paris Main Street Project
Manager did execute said application on September 10, 1987,
which execution should be in all things ratified; and,
WHEREAS, National Trust for Historic Preservation has
made a grant offer from the Meadows Preservation Planning
Grant Fund in the amount of $1,000 to be used for said
feasibility study; and,
WHEREAS, it is deemed to be in the best interest of the
City of Paris that said grant offer be accepted and con-
tracted for in the form of grant contract attached hereto as
Exhibit A; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, that the execution of the application to National
Trust for Historic Preservation for grant from the Meadows
Preservation Planning Grant Fund by Sue H. Smith on
September 10, 1987 is hereby ratified.

Dear Ms. Smith:
I am pleased to inform you that the City of paris's application
for a grant from the Meadows Preservation Planning Grant Fund has
been approved. We have allocated $1,000 to help prepare a
feasibility study for preservation and reuse of the Baldwin House
as outlined in your application. This grant has been made
possible by a grant to the National Trust from the Meadows
Foundation Incorporated in Dallas to establish a Preservation
Planning Grant Fund for Texas. We concur with your selection of
Craig Melde of ArchiTexas as consultant for this project.
The National Trust is very supportive of your efforts to preserve
the Baldwin House. Your project was selected from among a large
number of qualified applications competing for a very limited
amount of funds. We hope this letter of support and financial
commitment will assist your organization in raising any
additional funds needed for the project.
When you have signed and returned the original copy of this
letter, we will issue a check in the name of City of Paris for
the sum of $1,000. We would like to complete disbursement of
funds to your organization as soon as possible. All funds not
disbursed by the deadline for the next review period, February 1,
1988, will be returned to the Trust's general fund reserve for
the Meadows Preservation Planning Grant Fund Program.
Every effort must be made by your organization to ensure that all
rehabilitation work resulting from the project will conform with
the recommendations outlined in the Secretary of the Interior's
Standards for Rehabilitation and Guidelines for Rehabilitating
Historic Buildings. Enclosed is a copy of this publication which
we urge you to share with your consultant.

project by using the following statement in all project

please send us copies of all newspaper articles as they appear,
so that we can share news of your project with other
preservationists across the country.
Within one year of disbursement of the National Trust grant,
please send us two copies of a final report and financial
accounting on the use of the grant, as outlined in the enclosed
guidelines.
