00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, October 25, 2021. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in Paris, Texas. Due to the CoVID outbreak facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at 111(l) afistle,,.g ygym � ic. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of October 11, 2021. 6. Receive reports and/or minutes from the following boards and commissions: a. Paris Visitors & Convention Council Quarterly Activity & Financial Reports b. Love Civic Center Quarterly Activity & Financial Reports c. Main Street Advisory Board (8-10-2021) d. Building & Standards Commission (9-20-2021) e. Charter Review Commission (10-4-2021) 7. Receive September drainage report. 8. Receive demolition and code enforcement activity reports. 9. Approve a Resolution authorizing assignment of the Airport Ground Lease Agreement for Hangar SKY, from Skyler Burchinal to Load Trail, subject to submission of required insurance and annual lease payment of $1,350.00. 10. Approve the Final Plat of the Lamar Crossing Addition CB -315, Lots 1-3, Block A, LCAD Property ID 50988, located in the 4000 Block of Lamar Avenue. 11. Approve the Replat of the Fairview Addition, Lot 1, Block 14, located in the 1500 Block of N.E. 1' Street. Regular Agenda 12. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Michael McAfee for a change in zoning from a Two -Family Dwelling (217) to a Multiple - Family Dwelling District No. 2 (MF -2) in the City of Paris, Block 220-A, Lot 9A & 6, located at 1905 E. Price Street — LCAD 22040. 13. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Mark Cunningham for a change in zoning from an Agricultural District (A) to a One - Family Dwelling District No. 1 (SF -1) for lots over 1.5 acres and One -Family Dwelling District No. 2 (SF -2) for lots less than 1.5 acres in the Stoneridge Estates Addition, located north of FM 195. 14. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to County Waste Collections, Inc. (Pursuant to Sec. 12.04.42(d) of the Code of Ordinances, passage of this ordinance requires five affirmative votes) 15. Consider and act on a Resolution entering into a contingent fee contract with Abernathy, Roeder, Boyd & Hullett, P.C. pursuant to the Texas Code, Section 6.30, and Government Code 2254.1036 — said contract being for the collection of delinquent taxes owed to the City of Paris. 16. Discuss and approve the purchase of a backup generator for the Pat Mayse Intake Facility in an amount of $560,000.00 using American Rescue Plan Act Funding; and authorize Addenda II with Resource Management & Consulting Services for third party administration in an amount of $8,000.00 and authorize the City Manager to sign. 17. Discuss and act on a recommendation from the Traffic Commission to consider approving the short-term traffic stop project in the downtown area. 18. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas, amending the City of Paris Code of Ordinances by Amending Article 4-11, "Fence Regulations," Article 4.11.05, "Permit and Inspections;" providing a Repealer Clause; providing a Severability Clause; providing a Savings Clause; providing a Penalty Clause; and providing an effective date. 19. Discuss selling property located at 301 Bonham Street, and provide direction to staff. 20. Discuss and act on issuing a Request for Proposals for professional services to create a unified marketing program for the City of Paris, Paris Economic Development Corporation, and the Lamar County Chamber of Commerce. 21. Receive presentation on third party EMS billing, and provide direction to staff. 22. Convene into Executive Session pursuant to: A. Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about (1) pending or contemplated litigation and/or (2) on matters in which the duty of an attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict with this chapter, as follows: Ground Lease Hangar A-7. B. Section 551.074 of the Texas Government Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee, as follows: annual evaluation of the city manager. C. Section 551.074 of the Texas Government Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee, as follows: annual evaluation of the municipal judge. 23. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 24. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 25. Adjournment.
