05 - City Council MinutesItem No. 5 MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF PARIS, TEXAS October 11, 2021 The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, October 11, 2021, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Paula Portugal Mayor Pro -Tem: Reginald Hughes Council Members: Renae Stone; Gary Savage; and Linda Knox City Staff: Grayson Path, City Manager; Stephanie Harris, City Attorney; Janice Ellis, City Clerk; Gene Anderson; Finance Director; Richard Salter, Police Chief; Russell Thrasher, EMS Director; Thomas McMonigle, Fire Chief; Doug Harris, Public Utilities Director; and Clyde Crews, Fire Marshal; Absent: Council Members: Council Member Pankaj and Council Member Pilgrim Oyennin Agenda 1. Call meeting to order. Mayor Portugal called the meeting to order at 5:30 p.m. 2. Invocation. Finance Director Gene Anderson gave the invocation. 3. Pledge of Allegiance. Mayor Pro -Tem Hughes led the pledge. 4. A. Citizens' forum. No one spoke during citizens' forum. B. Presentation of Mayor's Yard of the Month Awards. Mayor Portugal said after this month, the program was being placed on hold for the winter and would pick backup in the spring. There being none, a Motion to approve the consent agenda was made by Council Member Savage and seconded by Mayor Pro -Tern Hughes. Motion carried, 5 ayes — 0 nays. a. Paris Public Library Advisory Board (9-15-2021) b. Charter Review Committee (9-20-2021) c. Board of Adjustment (9-7-2021) d. Traffic Commission (6-1-202 1) Regiftar Agtxida 7. Receive a presentation from Garver Engineering regarding the Wastewater Treatment Plan Project. Utilities Director Doug Harris introduced Project Engineer Lance Klement from Garver Engineering. Mr. Klement reviewed the status of project beginning with the preliminary design report and informed City Council that the engineering drawings were 30% complete. He complimented staff on their knowledge and overall assistance with this project. MMMON-0 IMM EM, 8. Discuss and approve RESOLUTION NO. 2021-034: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING JOHN PAUL STRAHAN AS THE AIRPORT MANAGER/FIXED BASED OPERATOR AS RECOMMENDED BY THE CITY MANAGER IN CONFORMANCE WITH SECTION 10.04.003 OF THE CITY OF PARIS MUNICIPAL CODE. Regular Council Meeting October 11, 2021 Page 3 City Manager Grayson Path explained that the City had created a new full-time Airport Manager/FBO position and that he hired Paul Strahan, who had been with the City since September. Mr. Path said at that time, he was not aware that he needed to bring his selection for Airport Manager/FBQ to the City Council for approval. He asked if anyone had any questions of Mr. Strahan. Mayor Portugal welcomed Mr. Strahan and said she had been hearing great things about the airport since his arrival. A Motion to approve this item was made by Council Member Savage and seconded by Council Member Knox. Motion carried, 5 ayes — 0 nays. 9. Discuss and act on meeting dates for November and December. City Clerk Janice Ellis said that the second City Council meetings in November and December were normally cancelled due to holidays and the fact that City Council has additional meetings during budget time. Ms. Ellis recommended they cancel the meetings for November 22 and December 27. A Motion to cancel the November 22 and December 27 meetings was made by Council Member Knox and seconded by Mayor Pro -Tem Hughes. Motion carried, 5 ayes — 0 nays. 10. Discuss and act on ORDINANCE NO. 2021-041: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, EXTENDING THE MAYOR'S DECLARATION OF LOCAL DISASTER FOR PUBLIC HEALTH EMERGENCY AND ORDER DATED MARCH 19, 2020, AS EXTENDED BY RESOLUTION NO. 2020-011 AND MOST RECENTLY BY ORDINANCE NO. 2021-023 FOR AN ADDITIONAL NINETY (90) DAYS. City Attorney Harris said that the State had an active Disaster Declaration that was being extend monthly and was still in full force and effect. She recommended that the City extend its Declaration for Covid-19 related public health emergency for ninety days, or until January 23, 2022. A Motion to approve this item was made by Council Member Savage and seconded by Council Member Knox. Motion carried, 5 ayes — 0 nays. 11. Convene into Executive Session pursuant to: A. Section 551.072 of the Texas Government Code, to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person. B. Section 551.074 of the Texas Government Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee, as follows: annual evaluation of the city attorney. Regular Council Meeting October 11, 2021 Page 4 12. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 13. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. There being no further business, a Motion to adjourn was made by Mayor Pro -Tem Hughes and was seconded by Council Member Savage, Motion carried, 5 ayes — 0 nays.
