Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, November 8, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed

discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Proclamation Declaring November 11, 2021 as Honor Our Veterans Day.
B. Proclamation Declaring November 27, 2021 as Small Business Saturday.
C. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any continents other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of October 25, 2021.
6. Receive reports and/or minutes from the following boards and commissions:

7. Receive September monthly financial report.
8. Approve a Resolution Ratifying the acceptance and approval of the 2019 assignment of
the ground lease from Erik Zarones to Sheradon R. Carter.
9. Receipt of the 2019-2020 Independent Annual Financial Audit.
10. Approve a Resolution authorizing the application number 4268001 for Justice Assistance
Grant (JAG) Program for the purchase of ten Digital Mobile Radios in the amount of
$11,475.00.
11. Approve the Final Plat of the Brown 294 Brown Addition, Lot 1, Block A, LCAD
Property ID 18507, located at 426 N.E. 30th.
12. Approve the Final Plat of Pshigoda Collegiate Addition, Lot 1, Block A, LCAD Property
ID 128536, located at 2170 S. Collegiate Dr.
13. Approve the Final Plat of the Burley Addition, Lot 1, Block A, LCAD Property ID
16640, located at 719 S.W. 3rd Street.
14. Approve the Final Plat of the Downs 298 Addition, Lot 1, Block A, LCAD Property ID
128379, located at 1315 N.W. Loop 286.
15. Approve the Final Plat of the Pshigoda Hearon Addition CB 112F, Lot 1, Block A,
LCAD Property ID 15829, located at 1608 E. Hearon Street.
16. Approve the Final Plat of the Pshigoda Austin Addition CB 115, Lot 1, Block A, LCAD
Property ID 15896, located at 728 E. Austin Street.
17. Approve the Final Plat of the Cruz Addition CB 316, Lot 1, Block A, LCAD Property ID
18743, located at 950 N.E. 31St Street.
Regular Agenda
18. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of
Deanna Bray for a change in zoning from a One -Family Dwelling District No. 2 (SF -2) to
a Multiple -Family Dwelling District No. 1 (MF -1) in the City of Paris, Block 257-A, Lot
5, located at 2356 E. Cherry Street, LCAD 18179.
19. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to County Waste Collections, Inc. (A motion to remove this item from the table is
required before deliberating.) (Pursuant to Sec. 12.04.42(d) of the Code of Ordinances,
passage of this ordinance requires five affirmative votes)
20. Discuss and act on one appointment to fill an unexpired term on the Main Street
Advisory Board.
21. Discuss and act on a Resolution casting votes for candidate(s) to serve on the Lamar
County Appraisal District.
22. Discuss and act on a Resolution authorizing an Interlocal Agreement with the City of
Coppell.
23. Discuss and act on a Resolution authorizing an Agreement with Emergicon, LLC for
third party EMS Billing services.
24. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas,
Amending Appendix A, Article A.6, Section A6.001 of the Code of Ordinances of the
City of Paris, providing for an Increase in Emergency and Non -Emergency Ambulance
Services Rates; repealing all Ordinances or parts of Ordinances in conflict herewith; and
providing an effective date.
25. Discuss and act on a Resolution reimbursing the Paris -Lamar County Health District for
certain Covid-19 related expenses.
26. Convene into Executive Session pursuant to:
A. Section 551.071 of the Texas Government Code, Consultation with Attorney, to
receive legal advice from the City Attorney about (1) pending or contemplated
litigation and/or (2) on matters in which the duty of an attorney to her client under
the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas
clearly conflict with this chapter.
B. Section 551.074 of the Texas Government Code, (1) to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee, as follows: annual evaluation of the
city manager.
C. Section 551.074 of the Texas Government Code, (1) to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee, as follows: annual evaluation of the
municipal judge. (A motion to remove this item from the table is required before
deliberating.)
27. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
28. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
29. Adjournment.
