10 - JAG Grant ApplicationItem No. 10 Memorandum TO: Mayor, Mayor Pro -Tem & City Council Grayson Path, City Manager FROM: Randy Tuttle, Assistant Chief of Police SUBJECT: EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT DATE: November 8, 2021 BACKGROUND: In February 2021 the Paris Police Department was informed of the opportunity to apply for the Department of Justice Edward Byrne Memorial Justice Assistant Grant made available to local jurisdictions through the Ark -Tex Council of Governments. STATUS OF ISSUE: The Paris Police Department made application for the grant to purchase ten (10) Kenwood TK -5720 VHF P25 Digital Mobile Radios at a cost of $11,475.00. The purchase of these radios will allow the department to replace aging radios in our police vehicles. The Paris Police Department was recently informed this grant had been awarded. Prior to accepting, the local governing body must approve a resolution in support of the grant. BUDGET: Purchase of accessories such as antennas or cables may be needed which will come from the current budget. RECOMMENDATION: Recommend council approve the resolution RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, SUPPORTING THE ACCCEPTANCE OF THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM POLICE VHF RADIO GRANT, APPLICATION NUMBER 4268001; AUTHORIZING THE EXPENDITURE OF FUNDS; ACCEPTING SAID GRANT AWARD; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON RECEIPT THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the United States Department of Justice, Bureau of Justice Assistance, Edward Byrne Memorial Justice Assistance Grant (JAG) Program, provides funding for local law enforcement grants; and, WHEREAS, after making application for a grant in February 2021, the City of Paris has been notified of the award of $11,475.00 in funding under said Grant Program; and WHEREAS, the City Council of the City of Paris is desirous of receiving said grant in the amount of $11,475.00 of which the City will utilize entirely to purchase ten (10) Kenwood TK -5720 VHF P25 Digital Mobile Radios; and WHEREAS, the radios will be used to communicate with the Lamar County Sheriff's Office and other neighboring law enforcement entities that use only VHF frequency radios; and WHEREAS, it is deemed to be in the best interest of the citizens of Paris that the City Council of the City of Paris, Texas accept said Grant for the purchase of the VHF frequency radios to replace outdated equipment; and, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That acceptance of the Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Police VHF Radio Grant, Application Number 4268001 is hereby approved by the City Council of the City of Paris, Texas. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, any documents for said grant acceptance. Section 4. That the Chief of the Paris Police Department be, and he is hereby, appointed as Project Director and is hereby authorized and directed to execute the purchase of ten (10) Kenwood TK -5720 VHF P25 Digital Mobile Radios. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for the Kenwood TK -5720 VHF P25 Digital Mobile Radios. Section 6. That this resolution shall be effective from and after its date of passage. PASSED AND APPROVED this 8th day of November, 2021.
