SUBJECT: LAMAR COUNTY APPRAISAL DISTRICT BOARD MEMBER
DATE: November 8, 2021
BACKGROUND: Every two years the City must provide the Chief Appraiser the name of its
nominee to serve on the LCAD board and cast its votes accordingly. All of the taxing entities are
allowed to nominate people to serve on the LCAD board. An entity's number of votes is
determined by a formula: [(entity tax levy divided by total tax levy) times 1,000] times 5. This is
not a straight appointment by the Council, but an election by the taxing jurisdictions based on their
relative tax levies. The current board member's term ends December 31, 2021.
STATUS OF ISSUE: The City Council previously nominated Ken Kohls to the LCAD Board of
Directors. The Council should now approve a resolution that will cast its 676 votes for its nominee
Ken Kohls.
BUDGET: NA
RECOMMENDATION: Approve the resolution casting the City's votes for Ken Kohls for the
position of LCAD board member and authorizing the City Manager to complete the ballot casting
the City's votes for its nominee.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
CASTING THE CITY OF PARIS' 676 VOTES FOR MEMBER OR MEMBERS
FOR MEMBERSHIP ON THE 2022-2023 BOARD OF DIRECTORS OF THE
LAMAR COUNTY APPRAISAL DISTRICT; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the City of Paris participates in the Lamar County Appraisal District,
and;
WHEREAS, Chapter 6 of the Property Tax Code allows each taxing unit to cast votes
for the Board of Directors of the Appraisal District in proportion to their tax levy, and;
WHEREAS, the City of Paris has been allotted 676 votes in the election for members
of the Board of Directors; and
WHEREAS, the City Council met in open session to consider the casting of the votes
to which they are entitled;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the City of Paris' 676 votes be, and the same are hereby, cast for
the following member or members for membership on the Board of Directors of the Lamar
County Appraisal District for a two-year term beginning January 1, 2022.
Section 3. That the City Clerk be, and she is hereby, directed to execute the City of
Paris's ballot and deliver the same to the Lamar County Appraisal District.
Section 4. That this resolution shall be effective from and after its date of passage.
