Vice Chair Emily Temple called the meeting to order at 4:36 pm. 2. Citizen's Forum: No one presented during citizen's forum. GUESTS B.A. Sessums 3. A motion was made to approve the August 10, 2021 meeting minutes by Shelby Gilliam and seconded by Kari Daniel, motion carried. 4. Discussion and Possible Action on the BIG Grant 6 & 10 Clarksville St. a. After a few questions by various board members, Glee Emmitte motioned to approve the BIG grant to the amount of $1650, the total amount of funds available by the Main Street board. Kari Daniel seconded, motion carries. 5. Discussion and action on the downtown traffic plan. a. Kari Motions to accept the proposed downtown traffic plan, Tanner Dobrovolsky and Emily Temple Second. b. Our majority approves the plan. 6. Advisory Board activity report a. Don Yarborough i. For Traffic Study: will volunteer to man one corner of the flashing redlight study and stop sign study. Volunteers personal time to help conduct study considering many variables. b. Cheri Bedford: Texas A&M Commerce Marketing Department is partnering with the Traffic Commission to help come up with and implement the traffic study. Such as warning signage, online social marketing, and changes to the lights and traffic flow„ c. Glee Emmitte: PDA had quarterly meeting, elected Vice President Shelby Gilliam, Treasurer Nancy Anderson, and Events Coordinator Emily Temple. Historic Preservation Committee: Facade grant presented to Ellen Green as well as a tax evaluation for a residential building for Ms. Green. As well as another architecturally appropriate residential project and facade grant application by Randy Hider. d. Emily: PDA Promotions Committee Report 1. Pumpkin Fest- October 23 9-5 a. Need Volunteers, via SignUpGenius i. Tanner 9-10 ii. Tyrone 10-11 iii. Glee 11-12 iv. Kari 12-1 v. Shelby 1-2 vi. Emily 2-3 vii. Will Walker 3-4 (?) viii. Don 4-5 2. Dedicated Marker going in at Market Park, North end of the Lamar Co Courthouse Parking lot on the same day as Pumpkin Festival, October 23rd. 3. Halloween Candy giveaway- October 30th 4. Christmas Tree Lighting 5. Public Library Story Walk Polar Express - December 7th e. Kari Daniel: Christmas Parade Registration is up! Songs of Christmas is the theme. Going back to usual Christmas Parade route. Bobby Walters will be Grand Marshall of the Christmas Parade. Advisory Board Definition and Job Descriptions ii. Main Street Packet 1. Reiterating the purpose and function of Advisory Board 2. Cheri has State Coordinator to come visit us the 2nd week of January, iii. Quarterly Report of Reinvestments of the Districts 1. Cheri requests a volunteer to help with compiling the information quarterly, Tanner Dobrovolsky volunteers. The board tried to list the new businesses in Downtown Paris. iv. Quarterly Activity Report 1. All Board Members answer the following questions: a. Why are you involved in this Program? What do you hope to personally get out of participation? 2. Cheri Bedford had been working on a comprehensive guide for businesses owners looking to open a business in Downtown with past chair, William Walker. Cheri is now looking for help with this project. 3. Artist came in and revitalized two ghost murals, the Topic Cigars and HP Mayer Music Sign. HP Mayer was the President of the Chamber of Commerce at the time of the 1916 fire. 8. Becky Semple Chamber Report a. Downtown Paris gets lots of tourists every day. b. This week is the square-dance convention. c. January: ABA, American Bus Association convention soon. Hoping to draw some Bus tourism to Paris. d. April 8, 2024 we will be in the Solar Eclipse for 4 minutes! Towns all over the place are starting festivals.
