Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, December 13, 2021. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at �:�wff nn�u w����' 9 The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Announcement regarding "Kids Read for Free" Program.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings of November 8, 2021 & December 1, 2021.
6. Receive reports and/or minutes from the following boards and commissions:

12. Approve a Resolution amending the employment contract with City Manager Grayson
Path.
13. Approve a Resolution approving the Ground Lease Assignment at Cox Field for Hangar
A-7 from Sheradon Carter to Collin Hadley, subject to the receipt of required insurance
and annual lease payment of $400.00.
14. Approve a three-year renewal contract with Sanitation Solutions, Inc. in the amount of
$36.63 per ton for demolition and debris removal of condemned structures.
15. Approve a Resolution accepting a donation from the RAM Foundation and the Cecil
Foundation to be used in connection with the HOME programs; and authorizing the City
Manager to execute a Memorandum regarding same.
16. Approve Addenda III and Addenda IV with Resource Management & Consulting
Services for third party administration of equipment and project purchases using
American Rescue Plan Act Funding in the amounts of $14,700.00 and $35,000.00
respectively and authorize the City Manager to execute all necessary documents.
17. Award a bid to APSCO, Inc. in the amount of $885,237.60 for water line materials for the
ARPA Funding Water Line Extension and Redundancy Project.
18. Approve a Resolution Forgiving certain civil penalties in the amount of $33,000.00 plus
interest on the property located at 1633 W. Henderson.
19. Approve the Master Service Agreement with SpearTip, LLC for 12 -month cybersecurity
professional services in an amount of $28,800.00.
20. Approve the Final Plat of the Bray Addition, Lot 1, Block A, LCAD Property ID 18178
and 18179, located at 2354-2356 E. Cherry Street.
21. Approve the Final Plat of the HTEAO Addition, Lots 1 and 2, Block A, LCAD Property
ID 402602, located at 2900 Lamar Ave.
22. Approve the Final Plat of the Sky 4' Street Addition, Lot 1, Block A, LCAD Property ID
15941 and 15942, located at 415-525 S.W. 4a' Street.
Regular Agenda
23, Discuss, conduct a public hearing and act on an Ordinance considering the petition of the
City of Paris for a change in zoning from a One -Family Dwelling District No. 2 (SF -2) to
a Two -Family Dwelling District (2F) in the Willowcrest #1 Addition, Block B, Lot 6,
located at 2560-2562 Kessler Dr. (LCAD 39754).
24. Discuss, conduct a public hearing and act on an Ordinance considering the petition of the
Judy Daughtrey for a change in zoning from a One -Family Dwelling District No. 2 (SF -
2) to a Two -Family Dwelling District (2F) in the Willowcrest #2 Addition, Block A, Lot
7, located at 1315 N.E. 26a' Street (LCAD 39756).
25. Discuss, conduct a public hearing and act on an Ordinance considering the petition of the
Paris Economic Development Corporation. for a change in zoning from an Agricultural
District (A) to a Heavy Industrial District (H) in the City of Paris, Block 309, Lot 20 &
PT of 21, located at SW Loop 286 (LCAD 18671 & 18672).
26. Discuss, conduct a public hearing and act on an Ordinance considering the petition of the
Paris Economic Development Corporation for a change in zoning from a One -Family
Dwelling District No. 2 (SF -2) to a Heavy Industrial District (HI) in the City of Paris,
Block 325, Lots 4 and 6, located at 1130 N.W. 301i (LCAD 18830) and 301' N.W. (LCAD
18835).
27. Discuss, conduct a public hearing and act on an Ordinance considering the petition of
Benny Brown for a change in zoning from a Neighborhood Service District (NS) to a
Neighborhood Service District (NS) with a Specific Use Permit (SUP) for a single-family
residence in the City of Paris, Block 311, Lot front PT 16, located at 3660 Clarksville
Street (LCAD 18693)
28. Discuss and act on a Resolution confirming the appointment of Robert Vine as the
Assistant City Manager for the City of Paris.
29. Discuss and act on an Ordinance granting a vehicle for hire license to David L.
Thompson d/b/a Lone Star Cab Company. (Pursuant to Sec. 124 of the Paris City
Charter, passage of this ordinance requires five affirmative votes).
30. Receive report from the 2021 Charter Review Commission, and provide direction to staff.
31. Discuss and act on an Ordinance Establishing a Construction Speed Zone on on US
82/Loop 286 in the Corporate Limits of the City of Paris, Lamar County, Texas, during
the Texas Department of Transportation's Construction Project from US 271 Exit Ramp
to the FM 79 Entrance Ramp; Providing a Repealer Clause; a Savings Clause, a
Severability Clause, a Penalty Clause, and an effective date.
32. Discuss and act on a Resolution Declaring the City of Paris' intent to provide 1% of the
needed funding for the Northeast Loop 286 TxDOT Improvement Project.
33. Discuss and act on a Resolution approving a loan from the City of Paris to the Paris
Economic Development Corporation in the amount of $2.5 million.
34. Convene into executive session pursuant to Section 551.072 of the Texas Government
Code to deliberate the purchase, exchange, lease, or value of real property if deliberation
in an open meeting would have a detrimental effect on the position of the governmental
body in negotiations with a third person.
35. Reconvene into open session and possibly take action on those matters discussed in
executive session.
36. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
37. Adjournment.
