1. Tanner Dobrovolsky called the meeting to order at 4:34 pm.
2. Citizen's Forum: No one presented during citizen's forum.
3. A correction was made to amend the October 12, 2021 meeting minutes in two instances in item 8: amend
the unfinished sentence, and amen the April 28, 2014 date to April 8, 2024
4. After Don Yarborough's resignation, we welcome our newest advisory board member Greg Kee, pastor of
CF Paris. Board Members introduce themselves. Welcome Greg!
5. Advisory Board activity report
a. Keri Daniel
i. Christmas parade: Updated entry fee to 35 dollars and revised Christmas parade route for
a safer option that adds more spectator space. (KAKI DANIEL)
b. Shelby Gilliam
i. Chamber trail event (MARY CLARK)
1. Next April Chamber and Northeast Texas Trail Coalition celebrating
2. Andrew Mack suggests grants available for sidewalk and trail improvements.
Will contact Shelby with more information.
ii. Event report:
1. Halloween
a. Great event! Shut down roads. Ran out of candy pretty early, was unclear
who was handing out candy, tough traffic with other nearby trunk or treat.
b. Could opt for cohesion with community Trunk or Treat events &
churches.
c. "When the candy runs out" is problematic for traffic control.
2. Pumpkin Festival: very successful could use more staff & volunteers at Main
street tent.
a. Shoutout Christine Rian for help coordinating the festival. WOOHOO
Thank you Christine! Tracy Daughtery & Laura Caffey were very helpful
volunteers as well.
iii. Wine walk: Monthly event, self contained, seems to be going well! (CHELSIE
MICHAEL)
iv. Shelby will be soon opening a french inspired cafe in Downtown, Paris.
c. Tanner Dobrovolsky: Always happy to help & Volunteer!
d. Glee Emmitte: City Council Proclamation for Small Business Saturday
1. Upcoming: Nov 13- Spangler's annual open house & monthly wine walk
2. Next Friday: Pink Friday Friday before Black Friday (SOHO & SMOKIN HOT)
3. November 20th: Christmas in Paris @ Civic Center
a. Christmas Tree Lighting at 6PM (CHERI BEDFORD)
4. Small Business Saturday 10-5- usually give away 300 downtown dollars and
drawing for door prizes. Winner will be announced on Downtown Paris Texas
facebook page. (CHERI BEDFORD)
5. December 7th- Library Story Walk 6:30 pm (TIM FROM LIBRARY)
6. Wassail Fest & Christmas at the Museum + Paris Arts Alliance Carriage Ride
December 11th. (GLEE EMMITTE)
7. HPC Updates: Lots of wonderful improvements to downtown Paris!
e. Greg Kee: Happy to eat and drink all month downtown!
6. Coordinators report -
a. Christmas Parade: Individuals (Rigby's and CF Paris) setting up tent to serve hot chocolate &
snacks. This could help remove burden from event coordinators. Charging or not charging? Maybe
we should ask for a cut of the profit similar to light guy. Inviting food trucks may get to be too
much.
b. Downtown Christmas Tree Lighting: November 20th. Musician Shannon Jones singing 5-6 pm.
Chisum BETA club will make ornaments and sell them. Reindeers & Santa until 4-8pm. Inviting
Community Choir.

c. Shelby & Cheri will set down and work on Facebook page.
d. 44 Vacant properties in 2018 .... 38 Vacant now and so many more in progress.
e. Traffic Study: Lots going on to accomplish this. There is info on city website. Official start date is
December 6th.
f. There is a Main Street Advisory board dropbox with lots of fantastic resources.
g. Paris Downtown Association has begun a conversation about lighting up Downtown. Options have
changed dramatically since we chose current parapet lighting. We are researching our options.
Cheri will be taking a trip to Ennis to look at their downtown lighting.
h. Is there a way we can alleviate some pressure from PDA to throw all downtown events, share the
opportunity for other community organizations to help out with our events.
i. National Main Street Application for downtown survey. Accepted!
i. Downtown city plan available on city website, we would like for the Main Street
Advisory board to familiarize themselves with these resource.
j. Design Committee:
i. There has been a spreadsheet created to implement downtown design.
ii. "Pretty City Committee"
k. Main Street Advisory board Meeting will be cancelled. In lieu of cancelling, we will all make
familiarizing ourselves with the downtown city plan our "homework" assignment.
7. Andrew Mack is working with the City of Nacogdoches on their Vacant Building registry and sharing the
inspiring progress Paris has made on their downtown community. We are working on expanding the
downtown historic district further into residential areas. There will be survey during 90 day traffic study
conducted by TAMU Commerce.
a. How will parking be affected by traffic study?
i. Moving traffic is affected only.
