1. Chairman Dux called the meeting to order at 4:03 p.m.
2. The regularly scheduled meeting of October 13, 2021 were approved by acclamation.
The special meeting meetings of October 25th, 2021 were approved by acclamation.
3. Commissioner Matthews was asked to recuse himself to discuss his submitted Certificate of
Appropriateness for the rehabilitation of the property located on 39 North Main.
A. Mr Matthews submitted historic photos and current photos of the property. He is in the
process of filing for a Federal and State Tax Credit and has also received his project
number from the National Parks Service. He is intending to restore the building fagade
as closely to the Secretary of Interiors Standards as he can. Repair the historic
windows, open the transom windows, repoint as necessary, and a front fagade that will
have two doors in the middle and a display window on each side. There will be
bulkheads made of wood and trimmed out in a way that matches the district. Chairman
Dux commented to the commissioners that if he was following the Federal Tax Credits
and receives those, Mr. Matthews will have met and exceeded any requirements from
the Paris Historic Preservation Commission. There was some discussion on paint color
and elements that are missing on the front fagade that will be returned to the building
such as the canopy. A motion was made to approve the Certificate of
Appropriateness as presented by Commissioner Emmite, seconded by Commissioner
Coyle, motion carried.
Commissioner Matthews was reinstated to the Commission.
4. The Commission approve the consent agenda for the following properties to be sent to
Buildings and Standards Commission for judgment. It was determined that the properties
could not be rehabilitated or designated as a historic landmark of the City of Paris, State of
Texas or National Register of Historic places.

A motion was made by Commissioner Vandiver, seconded by Commissioner Long
5. Ms. Bedford invited the commissioners to attend the conference of the National Alliance of
Preservation Commissions training in Cincinnati in July 2022. Commissioner Caffey and
Commissioner Coyle committed to attending. Ms. Bedford will write a grant to the THC for
a stipend to help fund travel.
Stop sign trial will start on December 6, 2021 through March 6, 2022. A map is available and
a website page has been created on the City of Paris website, paristexas.gov. The City of
Paris is starting a mass marketing program for the public. Ms. Bedford brought up the map
for the commissioners to review.
Ms. Bedford recommended cancelling the December 2021 meeting unless there is a
Certificate of Appropriateness to review.
Ms. Bedford invited the Commission to attend a downtown Main Street Board plan in
January 11, 2022 from noon to 4:00 p.m.
With no other business Commissioner Matthews made a motion to adjourn, seconded by
Commissioner Long, motion carried,
