00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, January 24, 2022. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at https://paristexas.goy/ ublic. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of January 10, 2022. 6. Receive reports and/or minutes from the following boards and commissions: a. Main Street Advisory Board (11-9-2021) b. Historic Preservation Commission (11-10-2021) c. Receive Quarterly Reports from the Visitor & Convention Council and Love Civic Center 7. Receive December monthly financial report. 8. Receive December drainage report. 9. Receive demolition and code enforcement activity reports. 10. Re -approve the City Investment Policy. 11. Approve a Resolution ordering the Regular Municipal Election for May 7, 2022. 12. Approve a Resolution authorizing execution of a Contract for Election Services with the Lamar County Elections Administrator. 13. Approve a Resolution authorizing a Joint Election Agreement between the City of Paris and Paris Independent School District. 14. Approve a Resolution authorizing a Joint Election Agreement between the City of Paris and North Lamar Independent School District. 15. Approve the Final Plat of the Chadwick Addition, Lots 1-6 of Block A, Lots 1-6 of Block B, Lots 1-4 of Block C, LCAD Property ID 402159, located at 530 CR 32500. 16. Approve the Final Plat of the Southside Baptist Youth Addition, Lot 1, Block A, LCAD Property ID 110901, located at 610 New Jefferson Road. 17. Approve the Final Plat of the Lawrence Addition, Lot 1, Block A, LCAD Property ID 15514, located at 1049 N.W. 7th Street. Regular Agenda 18. Discuss, conduct a public hearing and act on an Ordinance approving the Order Adopting a Redistricting Plan for the City of Paris. 19. Discuss 2021 Charter Review Commission Report, possibly make amendments and provide direction to staff. 20. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to NETX Dumpster Rentals, LLC. (Pursuant to Sec. 12.04.42(d) of the Code of Ordinances, passage of this ordinance requires five affirmative votes) 21.. Discuss and act on an Ordinance Amending Section 6.02.001, "Composition," of Chapter 6, "Fire Prevention and Protection," of the Code of Ordinances of the City of Paris, Texas. 22. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 23. Adjournment.
