WHEREAS, the City of Paris is eligible to make applica-
tion for funds for assistance, through the Texas Aeronautics
Commission for the purpose of routing, cleaning and sealing
260,000 linear feet of joints and paint markings on the two
secondary runways, apron and taxiways at City of Paris, Cox
Field Airport; and,
WHEREAS, the City Council of the City of Paris deems it
to be in the best interest of the citizens of Paris and the
flying public to seek such assistance; and
WHEREAS, an application for such grant assistance in
the amount of $130,000.00 should be made; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, AS FOLLOWS:
1. That an application be made to Texas
Aeronautics Commission for a grant in the
amount of $130,000.00 for the purpose of
routing, cleaning and sealing 260,000 linear
feet of joints and paint markings on the two
secondary runways, apron and taxiways at City
of Paris, Cox Field Airport.
2. That Michael E. Malone, City Manager, be, and
he is hereby authorized and directed to
execute and deliver on behalf of the City of
Paris the application in the from attached
hereto as Exhibit A.
3. That W. E. Anderson, Director of Finance, be,
and he is hereby authorized to serve as the
City's fiscal officer to receive funds for
purposes of this airport improvement program.
4. That Dick Boots, Director of Facilities, be,
and he is hereby appointed Contact Person.

Land
1. Applicant holds the following property interests in
the following areas of land and pledges such land to
airport purposes to be used as part of or in connec-
tion with the project, all of which areas are identified
on the attached property map designated Exhibit "A":
Title has been submitted at earlier date.
2. Applicant will acquire the following interests in the
following areas of land, prior to the commencement of
construction of the project and pledge such land to
airport purposes to be used as part of or in connection
with the project, all of which areas are identified on
the attached property map designated Exhibit "A":

3. Applicant will acquire the following interests in
the following areas of land, prior to the completion
of the project and pledge such land to airport pur-
poses to be used as part of or in connection with
the project, all of which areas are identified on
the attached property map designated Exhibit "A":

A certificate of attorney verifying the above described
interests must be submitted prior to a grant contract
offer or immediately subsequent to the acquisition of
the land, whichever event occurs first.
SECTION 7
COVENANTS
If the funds herein, or a portion thereof, are granted,
Applicant agrees to the following conditions:
1. The airport or air navigational facility will
remain under Applicant's control for at least
twenty (20) years.
2. The project must be adequately planned. The
Commission will insist that the proposed project
conform to the approved Airport Layout Plan and
that the specific project be designed in accord-
ance with TAC design manuals and specifications.
3. The funds applied for by the applicant may only
be used for the establishment, construction, re-
construction, enlargement or repair of airports,
airstrips or air navigational facilities.
4. At least ten (10) percent of the total project
cost will be provided from sources other than
the State of Texas.
5. That Applicant has the ability to finance and
operate the airport or air navigational facility.

6. Applicant shall adopt and enforce an airport
hazard zoning ordinance/order.
7. The last ten (10) percent of the grant contract
will be paid only after the staff has inspected
and approved the completed project and the sponsor
has completed hazard zoning of the airport.
8. No amount of a loan will be paid until the staff
has inspected and approved the completed project
and the sponsor has completed hazard zoning of
the airport.
9. A Grant Contract or Loan Agreement will not be
issued for execution until the applicant has
submitted to the Commission for approval the
plans and specification for the project for which
the grant or loan is sought.
IN WITNESS WHEREOF, the City or County has caused this application
