SUBJECT: Zimmerman Properties — Resolution Supporting Paris View Housing
Development for TX Department Housing Affordable Housing Tax Credit

BACKGROUND
Sandy Watson, V.P. with Zimmerman Properties is requesting approval of a resolution supporting a
tax credit grant application for an affordable multi -family housing project for property located on
approximately 6.4 acres located at 4330 Pine Mill Rd (LCAD 51027). The property currently has 1
single family rental residence located upon it. The balance of the land in the rear is undeveloped and
well suited for this type of project. The site is immediately adjacent to the West is newer medium
density townhome residences. Single family residences are developed on the other side and to the
north across Pine Mill. The location is well suited for medium to higher density residential, provided
appropriate utility extensions are provided for the new development and appropriate planning &
zoning changes are approved following the grant award. The City is in need of new affordable
workforce housing units to support the economic growth of our City and Region. This project will be
a very good thing for Paris with an award of the grant and subsequent construction.
RECOMMENDATION
Staff recommends approval of the resolution supporting the tax credit grant application for
Zimmerman Properties.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS INDICATING SUPPORT FOR THE APPLICATION OF
ZIMMERMAN PROPERTIES AND ITS AFFILIATES, AN AFFORDABLE
RENTAL HOUSING DEVELOPMENT KNOWN AS PARIS VIEW
APARTMENTS, TO THE TEXAS DEPARTMENT OF HOUSING AND
COUMMUNITY AFFAIRS FOR THE 2022 COMPETITIVE NINE -
PERCENT HOUSING TAX CREDITS; APPROVING A WAIVER OF
DEVELOPMENT/PERMIT FEES IN THE AMOUNT OF $250.00;
AUTHORIZING THE MAYOR AND/OR DESIGNATED CITY STAFF TO
TAKE ALL NECESSARY OR APPROPRIATE ACTIONS ASSOCIATED
THEREWITH; MAKING OTHER FINDINGS AND PROVISIONS AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, it is the intent of the City Council to promote the general public
welfare; and
WHEREAS, it is the intent of the City Council to promote and encourage
affordable housing; and
WHEREAS, Zimmerman Properties and its affiliates have proposed the
construction of the development of affordable rental housing known as Zimmerman
Properties located at 4330 Pine Mill Road, in the City of Paris, Lamar County, Texas;
and
WHEREAS, Zimmerman Properties and its affiliates have communicated that
it intends to submit an application to the Texas Department of Housing and
Community Affairs for 2022 Housing Tax Credits for the Paris View Apartments
development; and
WHEREAS, Zimmerman Properties and its affiliates have requested a waiver
of development/permit fees in the amount of $250.00 for the Paris View
Apartments development as a commitment of development funding from the City of
Paris, Texas; and
WHEREAS, the City Council of the City of Paris, Texas has the authority to
defer development fees on the property located at 4330 Pine Mill Road, Paris, Texas;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. The findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. The City Council of the City of Paris, Paris, Texas hereby confirms
that it supports the proposed development of the Paris View Apartments proposed
to be located at 4330 Pine Mill Road, Paris, Texas.
Section 3. That the City Council of the City of Paris, Texas, hereby approves a
commitment to waive Development/Permit Fees in the amount of $250.00 to be
provided to the development in the form of a waiver of development/permit fees.
Section 4. That for and on behalf of the City Council, Paula Portugal, Mayor
and/or designated City Staff is hereby authorized, empowered and directed to
certify these resolutions to the Texas Department of Housing Community Affairs and
to take all other necessary or appropriate steps or actions associated with this
development funding.
Section 5. That this resolution shall be effective from and after its date of
passage.
