On November 12, 1979, Ordinance No. 2474 was approved which created an EMS Reserve Unit.
This unit was likely created to assist the City during the formation of our full-time EMS
Department. The purpose as stated in City Code is to assist and augment the regular EMS
Department. They are to maintain training and skills as are required of full time EMS personnel.
They would be overseen by the EMS Director and work in coordination with the EMS Department.
STATUS OF ISSUE:
After 40+ years, the training, attendance, skill management, equipment, and continuing education
requirements to manage a viable volunteer reserve unit has become too difficult to maintain. Not
only has it proven challenging to maintain a reserve unit of any effective size, the need for their
service at events has greatly subsided and our current trained PRN staff can perform these services.
We also believe managing our EMS response through hired personnel provides better oversight
and liability protection for the City. In the end, we believe this service has run its intended course.
We wish to repeal the ordinance that set up the EMS Reserve Unit. We will perform the
community servicing of events from our FT and PRN list.
BUDGET: There is no impact to the budget.
RECOMMENDATION:
Approve an Ordinance Repealing Sections 7.02.041-7.02.055 (Ordinance No. 2474) of the Code
of Ordinances.
ORDINANCE NO.
AN ORDINANCE OF THE CITY OF PARIS, TEXAS, PROVIDING FOR THE
REPEAL OF CHAPTER 7, DIVISION 2, "RESERVE UNIT," SECTIONS
07.02.041 THROUGH 07.02.055 OF THE CODE OF ORDINANCES, CITY
OF PARIS, TEXAS, AND DECLARING THE SAME TO BE NULL AND VOID
AND OF NO EFFECT; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City Council, by Ordinance No. 2474, created an EMS Reserve Unit
on or about November 12, 1979; and
WHEREAS, maintaining a reserve unit of any effective size has proven challenging
and the need for the services of such a unit is no longer an issue; and
WHEREAS, management of EMS response through hired personnel provides better
oversight and liability protection for the City of Paris;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby
in all things approved.
Section 2. That Ordinance No. 2474, codified as Chapter 7, Division 2, Sections
07.02.41 through 07.02.055 of the Code of Ordinances, City of Paris, Texas, be, and the
same is hereby, repealed and declared null and void and of no effect.
Section 3. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
Section 4. This ordinance shall be effective immediately upon passage.
