Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, February 28, 2022. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing atlf�itny./��:u��fimb�,falf:. The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of February 14, 2022.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Economic Development Corporation (1-18-2022)
b. Love Civic Center Board (12-09-2021)
c. Paris Public Library Advisory Board (1-26-2022)
d. Building & Standards Commission (11-15-2021)
7. Receive January monthly financial report.
8. Receive January drainage report.
9. Receive January demolition and code enforcement activity reports.
10. Approve an Agreement with the Girls Scouts of Northeast Texas for lease of a portion of
the City's Lake Gibbons.
11. Approve the Final Plat of East Side Storage Addition, Lot 1R Block A, LCAD Property
ID PT of 50982, and all of 127856, located at 350 N.E. 461h Street.
12. Approve the Final Plat of the Webb Addition, Lot 1, Block A, LCAD Property ID 17712,
located at 1346 W. Booth.
13. Approve the Replat of AAA Mini Storage Addition, Lot 1, Block A, LCAD Property ID
126622, located at 1301 N.W. Loop 286.
Regular Agenda
14. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of the
City of Paris to adopt an Ordinance amending Chapter 9 Planning and Development
Exhibit B Zoning Ordinance Section 9 Area Regulations, Section 15 Nonconforming
Uses and Structures and Section 22 General Definitions:
• 9-102 (1) Schedule minimum lot areas -Residential districts
• 9-201 (1) Schedule minimum lot widths -Residential districts
• 9-301 (1) Schedule minimum lot depth -Residential districts
• Adding a Section 15-103 providing for building permit approvals on legal
nonconforming lots of record
• 22-100 General Definitions adding the term "Legal non -conforming lot of
record"
15. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of
Adam Bolton on behalf of Jeffrey Shane Brown for a change in zoning from a Light
Industrial District (LI) to a Two -Family Dwelling District (217) in the Campbell Addition,
Block 2, Lots 1,2, & 3, located in the 1200 Block of S.E. 12a' S.E. Street — LCAD 10486,
10487 & 10488.
16. Discuss and act on a Resolution approving a Chapter 380 Retail Economic Development
Program.
17. Discuss and act on a Resolution approving an Economic Development Agreement with
Alpha Lake, Ltd. Relating to new retail development in the Paris Towne Center Shopping
Center, and authorizing the Mayor to execute same.
18. Discuss and act on a Resolution decreasing the number of Members on the Airport
Advisory Board to three (3); establishing the rules and role of the Airport Advisory
Board; making other findings and provisions related to the subject; and declaring an
effective date.
19. Accept Council Member Renae Stone's resignation from City Council District One,
discuss and possibly act on an appointment to fill the vacant position for City Council
District 1 until the next general election for District 1, which will occur on May 7, 2022.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
