BACKGROUND: On February 18, 2022, Council Member Renae Stone informed the City
Council in writing that she was immediately resigning from City Council District 1, leaving a
vacant seat on the City Council. Ms. Stone also filed a Certificate of Withdrawal to have her name
removed from the ballot for the May 7, 2022 General Election, as set out in Section 145.001 of the
Texas Election Code.
On February 18, 2022, City Staff received an application from Shatura "Sha" Moore for a place
on the ballot for District 1. City Clerk Janice Ellis has verified that Ms. Moore is a registered voter
in District 1 and has resided in District 1 for at least twelve months.
As of 5:00 p.m. on Friday, February 18, 2022, the City Council had received only Ms. Moore's
application to run for City Council District 1. As of 5:00 p.m. on Tuesday February 22, 2022,
there were no write-in candidates for City Council District 1. The deadline for a candidate to file
an application to have his/her name on the ballot and the deadline for a write-in candidate to have
his/her name on the ballot have both passed.
STATUS OF ISSUE:
From a procedural standpoint, the City Council needs to officially accept the resignation of City
Council Member Renae Stone.
In order to fill the vacancy left by her resignation, the Paris City Charter, Section 20 provides that
when there is a single vacancy on the Council, that "vacancy ... shall be filled by a majority vote
of the remaining members of the council by the selection of a person possessing all of the
qualifications prescribed by Section 7 of the Charter and by V.T.C.A, Election Code, Chapter 141,
as amended, who shall be a bona fide resident of the district in which the vacancy occurs."
BUDGET: N/A
RECOMMENDATION: Accept the resignation of Council Member Stone, representative for
District 1 on the Paris City Council.
Appoint a qualified person to serve the unexpired term of Renae Stone until the next general
election for District l,which will occur on May 7, 2022.

After careful consideration and a lot of praying, I have decided to withdraw from the election and
resign my seat as City Council Member District 1 effective immediately. This was difficult
decision but I needed to do this for personal reasons.
I have enjoyed working with each of you, the city staff and most of all I have enjoyed representing
the citizens. As I leave this` role, I take away with me the wonderful long lasting relationships. I
hope the best for our City as you all move forward.
