Tanner Dobrovolsky called the meeting to order at 4:40 pm. 2. Citizen's Forum: Cyndee Thorns, Paris Native, former manager of Hallmark Store a. Presented a letter recommending the following improvements Downtown: i. Christmas: 1. Light poles around fountain in clear rope lights with large greenery and bow 2. lights in the trees 3. Globes on fountain to be decorated with wreath with bow a. in addition to nutcrackers 4. Santa and Ms Claus from by waters and Nativity from Bywater's should be re- lated to plaza 5. Relocate small trees to Bywaters 6. Stacked gift boxes near sidewalks and large trees. 7. The light display from the 2021 display was only interesting at night. 8. Call Bywaters Park "Christmas FantasyLand" 9. Splash Pad Entryway: Wrap poles in lights and greenery as well 10. Relocate Eiffel Tower Banners ii. Spring and early summer concerts 1. Bywater's Park iii. Taco Truck iv. Popcorn Machine for special events 1.00 Per bag v. Cheerleaders and Drill Teams, Local Clubs vi. Fix Parapet Lights on downtown Buildings vii. Soft Music I Oam-7pm viii. Repair Kress Building ix. Downtown Merchant Windows need improvement x. Utilize Downtown Trolleys with City Tours 1. Route Suggestion 2. Several times per day during special events 3. Review and approve minutes from November 9th, 2021. a. Note to Secretary: K(a)ri Daniel not Keri Daniel b. Minutes otherwise approved by Glee Emmitte, seconded by Shelby Gilliam 4. Review and take action on the Building Improvement Grant for BA Sessums at Clarksville Street. a. $1650 is the original request, which is the total funds of the BIG grant. b. Approved by Glee Emmitte, seconded by Tanner Dobrovolsky 5. Advisory Board activity report a. Shelby Gilliam i. Wine Fest Planning Meetings in progress, event seems on track! 1. This Monday the 17th, applications open for venues. b. Glee Emmitte: i. Small Business Saturday & Parade went great! ii. Wassail Fest 1. Winner of Best Wassail: Street Eats' Gelato 2. Christmas at the Museums had a nice turnout and already have lots of ideas for next year. c. Tanner Dobrovolsky: i. No updates but always happy to help! d. Will Walker: i. Welcome back to the Board! 6. Self -Evaluation a. New State Coordinator - Welcome Amy! i. We will postpone training until 24th of February. b. Completed Self Evaluation through number Item D. i. The rest of the review will be completed independently by Board Members. ii. Tanner and Cheri will meet to finalize the document. 7. Coordinators report - a. Stop Look and Be Safe Traffic Study starts tomorrow- April 12th i. Delayed by a month by the sign manufacturer but could be a good thing as we are no longer in peak shopping season. ii. Example of collaboration between City, Traffic commission, TxDOT, Main Street, & Chamber of Commerce. b. Christmas Activities i. Considering Citizen's Forum 1. Very interesting points, and we should definitely start planning Christmas! c. Work Plan and Board Training on Thursday February 24, 5:00-8:30 d. Encouraging Board Members to Review Toole Plan! e.
