minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Board from
responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to
a staff person with specific factual information. Claims against the Paris EDC, Board Members or employees
are not appropriate for citizens' input.)
• If necessary, the Paris Economic Development Corporation may convene into Executive Session under
Chapter 551 of the Texas Government Code regarding any item on this agenda.
5. Discuss and consider approval of the minutes of the regular meeting held February 15, 2022.
6. Discuss and consider approval of the December 2021, January 2022, and February 2022 financial
statements.
7. Receive and discuss speculative building presentation given by Executive Director Maureen Hammond
and Mr. Carlos A. deSaracho, Principal of Alliance Architects.
8. Receive and discuss update on joint branding project by Senior Vice President Ed Barlow and Director of
Project Management Sam Preston with North Star Place Branding + Marketing.
9. Review and discuss report from Policy Review Committee on proposed bylaw amendments.
10. Convene into Executive Session:
Pursuant to Section 551.072 of the Texas Government Code to discuss and deliberate the purchase,
exchange, lease, or value of real property.

Pursuant to Section 551.087 of the Texas Government Code to (1) discuss or deliberate regarding
commercial or financial information that the governmental body has received from a business prospect
that the governmental body seeks to have locate, stay, or expand in or near the territory of the
governmental body and with which the governmental body is conducting economic development
negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), to wit:

11. Reconvene into open session and consider action on Item(s) discussed in Executive Session.
