BACKGROUND:
The following is an overview memo from the City's new Building Official Duke McGee. Mr.
McGee brings a wealth of experience in the building inspection and construction industry since
joining our Community Development Team late last year. Duke has a passion for systems
organization on the building and development processes and he has been hard at work developing
a Building and Development Manual for Paris. It is our intent to utilize this tool to not only
improve the quality of communications with our development customer base, but to also
substantially improve the level of consistency across the board for the building and development
process. Duke will be providing a presentation to Council later tonight.
STATUS OF ISSUE:
On April 1, 2022, City Staff initiated a new On -Line Permitting, Management and Information
System to better assist the general public, developers, contractors, engineering and architectural
firms through the development process.
The permitting system, as defined in the Development Process Manual has now been implemented
and integrated into the City's MyGov software suite.
The goals of this system are:
• Increase customer service,
• Improve interdepartmental communication,
• Promote healthy and safe development,
• Expedite permit issuance,
• Observe all regulatory and compliance rules, and to
• Educate both the general public and developers.
In order to accomplish these goals a new project (permit) has been created in MyGov. The title of
this "permit" is "Site Development Process". All new development projects are required to be
submitted through this process. This "permit" will allow ALL development -related City
departments, developers, contractors, engineering and architectural firms to communicate through
one central system. Allowing for better communication and expedite the development process
while maintaining regulatory and compliance rules.
In addition, the number and type of permits have been increased. Permits and permit applications
have been customized to be more specific to the actual work being performed by the customer.
This allows for required information to be obtained, while reducing time needed to complete the
application, input the information, perform the review and issue the permit.
Informational handouts, instructional sheets and checklists have been created to inform and
educate developers, general contractors, business owners and the public. This information is and
will be available both printed and digital. Digital information will be provided on the City's
website, in the MyGov's Action Center and in the Customer's Knowledge Base.
BUDGET:
There is no impact to the budget.
