Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 11, 2022. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at hapsm.//l;aristexas.gov_/iublip. The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Recognize outgoing City Council Member Renae Stone for her service to the City of
Paris.
B. Recognize citizen Yulanda Reeves for winning the Small Town America Civil
Volunteer Award.
C. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings of March 28, 2022 and April 7, 2022.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Visitors & Convention Council Board of Directors (2-28-2022)
b. Board of Adjustment (3-1-2022)
c. Planning & Zoning Commission (3-7-2022)
7. Approve a Resolution authorizing the written consent to assign the TDHCA HOME RSP
Contract No. 2019-013 from Resource Management & Consulting Co. to Grant Works,
Inc., and authorize the City Manager to execute all necessary documents.
Approve a Resolution authorizing a payment in the amount of $10,000.00 from the
American Rescue Plan Act funding to the Paris -Lamar County Health District for
indigent patient care related to CoVid-19.
9. Approve a Resolution approving the Private Re -Sale of a Single Tract of Tax Foreclosed
Property (No. 22191) to Barbara Forrest for $500.00, and authorizing the Mayor to
execute the Deed.
Regular Agenda
10. Discuss and act on a Resolution to Waive Principal and Interest on a Dangerous Structure
Abatement Lien, in the amount of $15,373.09, on property described as City of Paris
Block.155, Lot 3, located at 503 W. Washington Street, to facilitate sale of the property
to an adjacent neighbor.
11. Discuss the fees for the Downtown Vacant Building Registry, and provide direction to
staff.
12. Receive update from Garver Engineering on the Wastewater Plant Project.
13. Discuss and act on a Resolution approving an Economic Development Residential Tax
Abatement Agreement with Jeffrey S. Brown, pursuant to the City's 5 in 5 Housing Infill
Development Program.
14. Receive presentation from staff about the new Community Development On -Line
Permitting, Management and Information System Overview.
15. Discuss and act on a Non -Binding Resolution indicating support for the proposed
Forestbrook Estates Mixed Use Development to be located at 3375 Jefferson Road, Paris,
Texas; making other findings and provisions, and providing an effective date.
16. Convene into executive session pursuant to:
A. Section 551.072 of the Texas Government Code, to deliberate the purchase,
exchange, lease or value of real property.
B. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate
regarding commercial or financial information that the governmental body has
received from a business prospect that the governmental body seeks to have
locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development
negotiations; or (2) to deliberate the offer of a financial or other incentive to a
business prospect described by Subdivision (1), as follows: Westgate
Apartments.
C. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate
regarding commercial or financial information that the governmental body has
received from a business prospect that the governmental body seeks to have
locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development
negotiations; or (2) to deliberate the offer of a financial or other incentive to a
business prospect described by Subdivision (1), as follows: retail
development.
17. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
18. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
19. Adjournment.
