WHEREAS, the City Council of the City of Paris, did at
its special meeting on August 27, 1984 approve the adver-
tisement for bids for furnishing plant, labor, materials and
equipment and performing all work required for maintenance
and custodial seryice for following City of Paris buildings:
City Hall, Water Billing Office, City Hall Annex and the
Paris Public Library, which bids were received until 10:00
o'clock A.M., Wednesday, May 8, 1985; and,
WHEREAS, the best bid for such service was made by
Wayne Kerby, d/b/a Kerby's Carpet Care, 1954 East Booth,
Paris, Texas 75460 and he should be awarded the bid for
providing such service; and,
WHEREAS, the form of contract for
service is attached hereto as Exhibit A,
should be approved; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, that the Bid of Wayne Kerby, d/b/a Kerby's Carpet
Care for maintenance and custodial service in the amount of
$1,314.00 per month, is hereby accepted and let, conditioned
upon the contractor meeting all of the terms and specifica-
tions included in the bid document; and,
BE IT FURTHER RESOLVED, That the Mayor of the City of
Paris, George Fisher, be, and he is hereby authorized and
directed to execute on behalf of the City of Paris the
contract for maintenance and custodial service, upon the
terms and conditions and in the form shown in Exhibit A
attached hereto, with Wayne Kerby, d/b/a Kerby's Carpet
Care.

THAT, the City of Paris, Paris, Texas, a municipal
corporation, acting by and through its Mayor, George Fisher,
hereinafter referred to as CITY and Wayne Kerby, d/b/a
Kerby's Carpet Care, 1954 East Booth, Paris, Texas 75460,
hereinafter referred to as KERBY, do contract and agree as
follows:
KNOW ALL MEN BY THESE PRESENTS:
1. The CITY wishes to procure aIld KERBY desires to
provide maintenance and custodial service for the following
City of Paris buildings: City Hall, Water Billing Office,
City Hall Annex and the Paris Public Library as described in
the bid documents being legal notice, scope of work and bid
form, attached hereto as Exhibits "A" through "c" and
incorporated herein for all legal purposes and the consider-
ation of such services shall be $1,314.00 per month.
2. CITY and KERBY each bind respectfully its self,
its successors and assigns and heirs to this agreement and
to the covenants contained herein. KERBY shall not assign,
sublet or transfer its interest in the contract without the
written consent of CITY.
3. The term of this contract begins on the 1st day of
July, 1985, and runs until such time as CITY or KERBY giyes
sixty (60) days written notice to the other that the same is
terminated, which termination can be without cause. CITY
retains the right to terminate said contract upon thirty
(30) days written notice for KERBY'S failure to perform the
services required under this contract.
4. KERBY will not discriminate against any employee
or applicant for employment because of race, religion,
employment, upgrading, demotion or transfer, recruitment or
recruitment advertising; layoff, termination; rates of pay
or other forms of compensation; and selection for training,
including apprenticeship.
KERBY agrees to post, in con-
spicuous places available to employees and applicants for
employment, notices setting forth the requirements of these
non-discrimination provisions.
5. KERBY must provide insurance as required in the
bid documents, certificates of which sha~l be filed with the
City Clerk of the City of Paris.
6. CITY and KERBY hereby agree to the full per-
formance of the covenants contained herein.

SCOPE OF WORK

Daily Maintenance shall include:
1 _ Vacuum all carpeted areas with an electric operated vacuum cleaner.
2 - Empty and clean all ash trays.
3 _ Empty all trash receptacles and replace trash bags as needed.
4 _ Sweep and mop all hard surface floor areas including restrooms.
5 _ Clean and sanitize all restrooms including sinks, commodes, urnials
and wall dividers between commodes.
6 _ Restock all restroom supplies and put spare supplies in each
restroom.
7 - Clean and shine all water fountains.
Weekly Maintenance:
.
1 _ Spot clean all carpet areas that are soiled or stained.
2 _ Clean and buff (with buffing machine) all tile, terrazo and other
hard surfaced floor coverings.
3 _ Dust shelves, picture frames, chairs, desks, telephones, baseboards,
and stairway handrails. Wood furniture will be polished with
appropriate furniture polish.
4 _ Council room desks will be dusted and polished once per week.
5 - Dust all window blinds and window sills.
6 _ Sweep entrance stairway to Tax Office as needed. Especially in fall
and winter when leaves accumulate.
Additional Maintenance:
1 _ Clean with glass cleaner the following windows:
a. City Hall entrance doors (2 sets)
b. City Hall Annex entrance doors (2 sets)
c. City Hall Annex South Office windows '
d. City Hall Annex East Entrance Door
e. City Hall Annex East office and Conference Room windows
f. Water B i 11 i ng Offi ce entrance door and ~ji ndows.
g. Water Billing Office drive-in window.
The above menti oned wi ndow c leani ng wi 11 be done once per month/12
months per year.
2 _ Shampoo all carpeted areas every 6 months.
3 _ Strip and wax all hard surfaced areas every 6 months.
4 _ The City Council Room will be cleaned and put back in original
layout following each Council meeting. This room should be checked
each day.
5 _ ' Clean out ceiling light fixtures once per month.

The City of Paris will provide all paper towels, to1iet paper, plastic trash
bags, window cleaner and germicidal cleaners. All other supplies will be
provided by the Contractor including vacuum cleaners, buffers, stripping
chemicals and any other supplies not mentioned above. All employees of the
Contractor when doing maintenance work under this contract must wear shoes,
long pants and shirts at all times. Maintenance will be done Monday through
Friday after 5 p.m. except for the weekly, monthly and semi-annual maintenance
which can be accomplished on weekends. The Contractor will be responsible for
Workman's Compensation and insurance for persons under this employment contract.
Monthly service charge will be paid on the first day of each month.
One billing per month will be sent to City of Paris Finance Office from th.e
Contractor. Thi s statement wi 11 be a tota'l- bi 11 whi ch i nc1 udes the four
buildings being serviced.
